Balance of Power and Strategic Relations between China and the United States

نظريه موازنه قوا يكي از مهمترين نظريه‌هاي مربوط به نظم يافتگي سياست بين‌الملل مي‌باشد «شخصيت» و «نقش» قدرت‌هاي بزرگ در ايجاد، استمرار و حتي تزلزل نظم در زندگي اجتماعي بين‌المللي توسط نظريه‌هاي متفاوت منجمله نظريه انتقال قدرت و موازنه قوا مورد توجه قرار گرفته است. نظريه موازنه قوا ادعا مي‌كند كه الگوهاي جاري در سياست بين‌الملل بر اساس منطق موازنه شكل مي‌گيرند. رشد و افزايش قدرت موجب شكل‌گيري كنش‌هاي استراتژيك بازيگران عمده بين‌المللي شده و اين امر ثبات و تغيير در نظام بين‌الملل را سبب مي‌شود. در نتيجه، عامل «رشد قدرت» نقش مهمي در پژوهش‌ها پيدا كرده است. در شرايط كنوني بين‌المللي «رشد قدرت» چين به عنوان مهمترين متغير در مطالعات سياست بين‌الملل به شمار مي‌آيد. رشد قدرت چين به طور مستقيم با موقعيت و كاركرد و نقش بين‌المللي ايالات متحده آمريكا گره خورده و موجب در هم تنيدگي روابط راهبردي اين دو كشور مي‌شود. در نتيجه، تعامل استراتژيك چين با ايالات متحده آمريكا به گونه‌اي روزافزون به كليدي‌ترين پرسش سياست بين‌الملل يعني ثبات و تغيير در نظم يافتگي سياست بين‌الملل تبديل شده است. مقاله حاضر به چگونگي روابط اين دو قدرت در دوره پس از جنگ سرد مي‌پردازد. از منظر نويسنده، چهارچوب مفهومي موازنه قدرت، به ويژه در خوانشي كه كنت و التز و جان مرشايمر از آن صورت داده‌اند، از بيشترين قابليت توضيح دهندگي در تبيين تعاملات استراتژيك دو كشور برخوردار است. بر اين مبنا، نويسنده شيوه‌هاي موازنه‌سازي ايالات متحده در برابر چين و چين در برابر آمريكا را مورد بحث قرار داده است.

The theory of balance of power is one of the most important theories on structuring international politics. The "statusʹ" and "role" of great powers in establishing, sustaining and even shaking order in international social life have been brought into attention by different theories including the theory of power transition and balance of power. The theory of balance of power claims that current models in the international politics are shaped based on the logic of balancing. Increase in power shapes strategic actions made by major international actors leading to stability and change in the international system. As a result, the factor of "rising power" finds an important role in research projects. Under current international circumstances, Chinaʹs "rising power" is considered the most important topic in the international politics. Chinaʹs rising power is directly linked with the international US positioning and role making their strategic relations intertwined. Therefore, strategic interactions between China and the United States have become increasingly a key question within the international politics, which is stability and change in structuring international politics. This article addresses relations between these two powers in the post-cold war era. The author believes that the conceptual framework of the balance of power, as presented and developed by K. Waltz and J. Mearshiemer, is the most powerful in explaining strategic interactions between the two countries. For this reason, the author discusses the methods of US balancing against China and Chinese balancing against the US on that basis.
