مطالعه ادغام به‌‌عنوان يكي از مصاديق اصلي مديريت تغيير در دو كتابخانه و مركز اطلاع‌‌رساني تخصصي ايران

Study of integration as one of the Main examples of change management in two Specialized Libraries and Information Centers of Iran

هدف: هدف از پژوهش حاضر، پرداختن به مسيله مديريت تغيير در كتابخانه‌‌ها و مراكز اطلاع‌‌رساني به‌‌عنوان يكي از مهم‌‌ترين چالش‌‌هايي است كه كتابخانه‌‌ها پيوسته با آن مواجه مي‌‌شوند. روش: نوع پژوهش مطالعه موردي و روش مورد استفاده، روش سندي و كتابخانه‌‌اي و مشاهده بوده است. جامعه پژوهش شامل كتابخانه‌‌ها و مراكز اطلاع‌‌رساني چهار سازمان اداري كشور است كه بعد از ادغام به دو سازمان تبديل شدند. يافته‌‌ها: يافته‌‌هاي پژوهش نشان داد كه تغييرات مداوم و مسايلي چون ادغام در واحدهاي اجرايي اجتناب‌‌ناپذير بوده و نمي‌‌توان از آن‌‌ها پيشگيري كرد. اما درصورت برنامه‌‌ريزي صحيح و آشناسازي كاركنان با مديريت صحيح تغيير و پياده‌‌سازي اصول درست مديريت تغيير، مي‌‌توان از تهديد پيش‌‌آمده به‌‌عنوان فرصتي براي مهندسي مجدد كتابخانه‌‌ها استفاده كرد. تجربيات بررسي‌‌شده در پژوهش نشان مي‌‌دهد كه با وجود دشوار‌‌بودن شرايط مورد شماره يك، يعني وزارت جهاد كشاورزي، برنامه‌‌ريزي مناسب باعث نتيجه مثبت شده است. درحالي‌‌كه تجربه ‌‌ناموفق مورد شماره دو، يعني موسسه عالي آموزش و پژوهش مديريت برنامه‌‌ريزي، نتيجه برنامه‌‌ريزي نامناسب و عدم توجه به اصول مديريت تغيير بوده است.

Target(purpose): The present study to addressing the change management in libraries and information centers as one of the main challenges that they face continuous libraries. Method(manner): Case study type of research and procedure used, the method of document, and library and observation. The research population of the administrative organization of libraries and information centers in four countries after the Integration of the two organizations became. Findings(result): The results of research showed that continuous change is unavoidable issues such as Integration of of administrative units and they can not be prevented. But when correct planning and familiarize staff with the proper management of change and implement change management principles, could be ongoing threat of re-engineering as an opportunity for libraries to use. Experiments Intensely studied in this study shows that despite the difficult conditions, number one, the Ministry of Agriculture, proper planning has resulted in a positive outcome. Whereas unsuccessful experiences about number two, the institution of higher Research and Training planning management, the result of inappropriate planning and lack of attention to the principles of change management.
