الگويي براي مديريت راهبردي دفاعي- امنيتي

A Model for Security-Defense Strategic Management

در اين مقاله، ضمن نگاهي گذرا به تعاريف و الگوهاي مديريت راهبردي، به بحث مديريت راهبردي دفاعي- امنيتي كه ادبيات آن دست‌كم در كشور ما رشد و توسعه كافي نيافته است پرداخته شده و با مطالعه و تحليل محتوايي الگوهاي ارايه شده براي فرايند مديريت راهبردي و راهبردهاي دفاعي يا نظامي در برخي كشورهاي جهان، عناصر مشترك و موضوعات اصلي آنها استخراج و پس از تحليل عاملي و دسته‌بندي و تاييد آنها توسط نمونه آماري تحقيق، مبتني بر شرايط خاص جمهوري اسلامي ايران، الگويي مناسب براي مديريت راهبردي دفاعي- امنيتي كشور به صورت فرضي- آزمايشي به عنوان چارچوب مفهومي تحقيق شامل اركان جهت ساز راهبرد، فرايند مطالعه و شناخت راهبردي محيط، فرايند طراحي، تدوين و اجراي راهبرد امنيت ملي و ساير راهبردهاي زيرمجموعه آن طراحي و به كمك نمونه آماري منتخب به روش دلفي مورد آزمون قرار گرفته و پس از تاييد به عنوان الگوي مناسب مديريت راهبردي براي جمهوري اسلامي ايران پيشنهاد شده است.

While a quick review is carried out to the definitions and models of strategic management in this paper, the issue of security- defense strategic management which lacks of expected literature at least in our country is discussed. And through content study and analysis of introduced models for the process of strategic management and defense or military strategies in some of the countries of the world, their common elements and main issues have extracted. Moreover, after factorial analysis as well as categorizing and confirming them by statistical model of the research based on special conditions of the I.R. of Iran, a proper model for security-defense strategic management of the country in a hypothetical – trial form has been formulated as a conceptual framework of research which includes pillars of orientation making of strategy, the process of strategic study and understanding the environment, desigining process, formula-ting and executing national security strategy and other strategies of its subcategory. It also has been tested by Delphi methodology with assistance of selected statistical model, and after confirmation, it has been suggested as a proper model of strategic management for the I.R. of Iran.
