واكاوي عوامل كليدي در عدم موفقيت برخي خط‌مشي‌هاي عمومي در ج. ا. ايران: مطالعه خط‌مشي‌هاي مالياتي كشور

Exploring key factors of some public policies failure in Islamic Republic Of IRAN: A case study of (national) tax policies

خط مشي هاي عمومي سازوكارهاي حكمراني ملي نظام هاي سياسي هستند. دولت ها اراده ملي را در پرتو خط مشي هاي عمومي اداره مي‌كنند. اگر نسخه تدويني اين خط مشي ها بر سياق ملاحظات علمي و سياسي دورانديشانه تعبيه شده باشد، كماكان دردهاي ملي را دوا نخواهد كرد، مگر آن كه مرحله اجراي خود را با موفقيت طي كند. اجراي خط مشي هاي عمومي شاهكار ويژه مديريت دولتي است. كيفيت مديريت دولتي را مي‌توان از قبل ميزان اجراي اين خط مشي ها تشخيص داد. پژوهش حاضر با هدف شناسايي و تحليل عوامل موثر بر عدم موفقيت برخي از خط مشي هاي عمومي كشور طراحي شده است. نتايج نشان مي-دهد كه بي توجهي به ارزش زمان و سپري شدن فرصت ها در اجراي خط‌مشي‌هاي ملي، بي ثباتي مديريتي در بخش دولتي متولي اجراي خط مشي ها، نا هم سويي ابزارهاي اجراي خط مشي هاي ملي، بحران هاي داخلي و خارجي موثر بر اجراي خط مشي ها، فقدان ساختار اجرايي مناسب براي اجراي خط مشي هاي ملي و. . . . از مهم‌ترين عوامل كليدي مانع زاي اجراي خط مشي هاي عمومي در ايران هستند.

Public policies are the functions of the political systems for the national sovereignty. Governments govern national wills under public policies. If the legislative version of these public policies be provided upon the scientific and political considerations it still remains useless unless it could pass the implementation stage successfully. The implementation of the public policies is the main function specified for public administration. The quality of the public administration can be recognized by the amount of implementation of these policies. The present research is proposed to identify and analyze the elements which are effective on the failure of some state public policies. The results show that inattention to the time value, wasting of opportunities in national policies implementation, administrative instability in the public sector responsible for policies implementation, misalignment of the public policy implementation instruments, internal and external crises influent on policies implementation, lack of executive structure suitable for national policies implementation etc. are the most important keys which prevent public policies implementation in Iran.
