راهبردهاي ارتقاي بهره‌وري تجهيزات پيشرفته نيروهاي مسلح جمهوري اسلامي ايران

Strategies for promotion the productivity of Advanced Equipments of Armed Forces of the I.R. of Iran

بدون شك امروزه فنّاوري يكي از مهم‌ترين عوامل توسعه اقتصادي و صنعتي و در بُعد نظامي، براي دفاع يا تحميل اراده به كشورها مطرح است. به خصوص فنّاوري پيشرفته كه در رشد و ترقي صنايع نظامي آنها بسيار موثر است. جمهوري اسلامي ايران نيز از اين قاعده مستثني نبوده و براي كسب و ارتقاي تجهيزات و فنّاوري‌هاي پيشرفته فعاليت‌ها و اقدام‌هاي چشم‌گيري در سال‌هاي اخير انجام داده است و در چشم‌انداز بيست‌ساله جمهوري اسلامي ايران رسيدن به جايگاه اول فنّاوري در آسياي جنوب غربي نيز هدف قرار گرفته است. مقاله حاضر پس از ارايه مطالبي راجع به فنّاوري، بنيه دفاعي، چالش‌هاي موجود و قوانين حاكم بر تجهيزات و‌ تسليحات و توانمندي‌هاي صنايع نظامي داخلي نيروهاي مسلح، به عملكرد بعضي از كشورهاي قدرتمند در استفاده از تجهيزات و فنّاوري پيشرفته مي‌پردازد. سپس با استفاده از روش تحقيق موردي زمينه‌اي و با جمع‌آوري اطلاعات به صورت اسنادي و پيمايشي و كسب نظر استادان دانشگاه و كارشناسان نظامي آشنا و مرتبط با راهبرد ارتقا بهره‌وري تجهيزات و فنّاوري پيشرفته و چشم‌انداز بيست ساله، راهبردهايي را در زمينه ارتقاي بهره‌وري در استفاده از تجهيزات پيشرفته نيروهاي مسلح جمهوري اسلامي ايران ارايه مي‌دهد.

Undoubtedly, today the technology is considered as one of the most significant elements of economic and industrial development and in military field, it is considered for defence or imposing the will on countries. At current paper, after raising statements concerning the definition and category of technology and technology transfer, the defense might, existing challenges in equipments and weapons, the shapes for using technology and capabilities of internal military industry of armed forces as well as performance of some powerful countries in terms of using advanced technology and equipments are being reviewed. Then, through field-case methodology and gathering documented and surveyed information as well as gaining the views of university professors and military experts familiar with the strategy for promotion the productivity of advanced technology and equipments and also 20-year outlook, finally, strategies for promotion of productivity in using advanced equipments of armed forces of the I.R. of Iran are introduced. The main suggestive strategy of this paper is this that armed forces should in addition to pay attention to necessary mechanisms in terms of instrumental and structural, they follow continued efforts for maintaining the significance of human factor and related technology and put at their agenda the management of threats of other countries. For this end, with aim at promoting and developing in this field, the broad-based development and at most investment in advanced technology is necessary.
