كشورهاي قوي با استفاده از منازعات آينده اراده خود بر كشورهاي ضعيف تحميل مي‌كنند و ليكن كشورهاي ضعيف از اين ابزار تنها به‌عنوان يك عامل بازدارنده عليه كشورهاي قوي استفاده مي‌كنند و در اين تقابل، جبهه‌اي غالب است كه به هنگام و قاطعانه عمل نمايد. در اين مقاله بر اساس اين مفروض، گزاره‌اي تنظيم شده كه در يك منازعات آينده هر قدر كه سامانه پشتيباني يك طرف قدرتمندتر باشد به همان ميزان توان ضربه زدن و برتري آمادي نسبت به طرف مقابل قوي‌تر است. اما متغيرهاي اساسي فراواني در اين ميان نقش ايفا مي‌كنند. زيرا، وظيفه سامانه آمادي دفاع همه جانبه، ايجاد شرايط پويا و اجراي مطلوب پشتيباني جهت كمك رساني مطمين و مناسب به فضاي دفاع همه جانبه كشور در راستاي تسهيل انجام ماموريت‌هاي نظامي‌و دفاع از تاسيسات حساس و حياتي و نيز اموال عمومي‌و جلوگيري از دست‌يابي به اهداف مورد نظر آنان مي‌باشد. در راه رسيدن به اين مطلوب در اين مقاله، ابتدا با توجه به نقاط قوت روش‌هاي قضاوت كارشناسي گروهي در تعيين شاخص‌هاي مدل، از ميان روش‌هايي همچون : روش دلفي، طوفان مغزي، نوشتار مغزي، مميزي، دماتل، شبيه سازي كانسو و... با توجه به شرايط ايجابي از مسيله تامين و خريد مهمات دفاع همه جانبه گرفته تا تحرك نفر آماد دفاع همه جانبه با در نظر گرفتن همه پارامترهاي قابل بررسي، روش مناسب انتخاب و سپس به‌كارگيري شد تا در بررسي هرگونه اقدام عملي جهت شبيه‌سازي آمادي در يك منازعات آينده دفاع همه جانبه، تغيير و تحولات بنيادي در سازمان حاصل گردد.
