ارزيابي عملكرد پژوهشكده تربيت بدني و علوم ورزشي وزارت علوم، تحقيقات و فناوري از سال 1387-1377

Performance Evaluation of Research Institute of Physical Education and Sport Sciences of Researches, Sciences and Technology Ministry from 1999(1377) to the late of 2009(1387)

هدف اين تحقيق ارزيابي عملكرد پژوهشكده تربيت بدني و علوم ورزشي وزارت علوم، تحقيقات و فناوري از سال 1377 تا پايان سال 1387 است. جامعه آماري اين تحقيق شامل: 170 نفر از روسا و معاونان پيشين و حال پژوهشكده، اعضاي شوراي پژوهشي، اعضاي گروه هاي تخصصي پژوهشكده، استادان همكار با پژوهشكده در خصوص (پژوهشي، كتاب، كارگاه و ... ) و اعضاي محترم هييت علمي و كاركنان پژوهشكده است كه 127 نفر از آنها به عنوان نمونه آماري و به روش تصادفي ساده انتخاب شدند. براي جمع آوري اطلاعات از دو پرسشنامه محقق ساخته استفاده شد. براي تجزيه و تحليل داده ها از آزمون استنباطي كلموگروف-اسميرونوف به منظور تعيين نرمال بودن داده ها، تحليل واريانس يك طرفه (ANOVA)، آزمون t مستقل و ضريب همبستگي پيرسون استفاده شد. نتايج نشان مي دهد عملكرد پژوهشكده تربيت بدني در شاخص همايش در سطح خوب، در شاخص كارگاه در سطح متوسط، در پاسخگويي به سوالات مراجعان و ميزان رعايت مسايل اخلاقي و احترام متقابل توسط كاركنان اداري در سطح خوب، در شاخص نشريه در سطح متوسط، در شاخص امور مالي ميزان رضايت كلي از عملكرد مالي پژوهشكده در سطح متوسط، در شاخص كتاب در سطح متوسط، در بخش طرح هاي پژوهشي در سطح متوسط، در شاخص ميزان رضايتمندي اعضاي هييت علمي در همكاري با پژوهشكده در سطح خوب و ميزان مرجع بودن پژوهشكده در مسايل علمي تربيت بدني و علوم ورزشي در سطح متوسط قرار دارد. در شاخص مديران نيز ميزان رضايت اعضاي هييت علمي از عملكرد حوزه رياست پژوهشكده و معاونت پژوهشي در سطح خوبي قرار دارد، بنابراين توصيه مي شود با توجه به شاخص هاي ارزيابي عملكرد از سوي وزارت علوم، تحقيقات و فناوري، پژوهشكده تربيت بدني و علوم ورزشي به بررسي نقاط قوت و ضعف خود پرداخته، با برطرف كردن آن ها و تقويت بخش هايي كه جز شاخص هاي ملاك وزارتخانه است، در راه ارتقاي جايگاه خود و رسالت تعيين شده خويش گام بردارد.

The goal of this research was to evaluate the performance of Research Institute of Physical Education and Sport Sciences of Researches, Sciences and Technology Ministry from 1999(1377) to the late of 2009(1387). Statistical population of present research consists of 170 prior and present managers and vice chancellors of the Research Institute, members of Research Council, members of specialized groups of the Research Institute, professors who cooperate with the Research Institute in relation to researching, writing or book and workshops, and university faculty members and personnel of the Research Institute; and 127 people as statistical sample with a simple randomized were selected. Two researcher made questionnaire were used for collecting the information. also, regarding the level of variables` evaluation, Kolmogorov-Smirnov inferential test was applied for recognition of normality of data, and one-way analysis of variance (ANOVA), independent t-test, Pearson`s correlation coefficient were used. The results showed good performance in the Conference Center of Physical Education indicators, the indicator of intermediate level workshop, in response to customer questions claims compliance with ethical issues and respect by staff at a good level in the medium indicator of publication, the financial indicator of the financial performance of the Institute in the average level of satisfaction, In the book indicator of moderate level, moderate level of in research projects, in collaboration with the Institute indicator of faculty satisfaction at a good level and the reference Institute of science issues in of Physical Education and Sport Sciences at the average level. In the indicator of managers, the degree of university faculty members` satisfaction of chairmanship performance of the Research Institute and research vice chancellor was in a proper level. Therefore, it is suggested that regarding the indicators of performance evaluation from Researches, Sciences and Technology Ministry, Research Institute of Physical Education and Sport Sciences should observe and consider its strengths and weaknesses and by eliminating its weaknesses and boasting the parts which are the indicators of the Ministry moves forward in promoting its position and determined mission.
