در جهان امروز رشد و بقاي سازمان‌ها با علم و فناوري، پيوندي روز افزون و ناگسستني يافته، اين ارتباط تنگاتنگ، به عنوان ضروري‌ترين و محوري‌ترين نياز سازمان‌هاي فناور محور ،مطرح است. علم و فناوري به عنوان عامل اصلي برتري راهبردي كشورها است . متاسفانه بهره‌گيري قدرت‌طلبانه و استثمارگري از فناوري، آن را به ابزار جنگ‌طلبي و ستيزه‌جويي تبديل كرده است. از اين رو مرحله نخست مقابله با اين تهاجمات، تحليل و برآورد قابليت‌ها و توانمندي فناورانه دشمن است. بر اين اساس راه‌اندازي مراكز تحليل و تربيت تحليل‌گران خبره در S&T I، از اهميت ويژه‌اي برخوردار است. "كلمن كيو" عنوان مي‌دارد "جنگ مهم تر از آنست كه به ژنرال ها سپرده شود". لذا در حوزه تقابل دفاعي و نظامي، S&T I تخصصي‌تر از آن است كه صرفاً با نگاهي فني ـ مهندسي يا نظامي‌گري به نيروهاي عملياتي درگير در صحنه نبرد، سپرده شود. براين اساس براي آن ماهيتي اطلاعاتي ـ عملياتي قايل شده، مسيوليت S&T I، به سازمان‌هاي اطلاعاتي ن.م واگذار گرديده است. با تغيير رويكرد تهديد محور به قابليت محور تهاجمي در دكترين نوين ج.ا.ا ، راه‌اندازي مراكز S&T I در جامعه اطلاعاتي ن.م از ضروريات نوآورانه خرد امنيتي نوپرداز است. در اين پژوهش تلاش گرديده تا ابعاد تخصصي اين حوزه تبيين و با توجه به زيست بوم امنيتي ـ دفاعي ج.ا.ا راه كارهاي اجرايي ارايه گردد.

In the today world, development and survival of organizations has an in-creasing and unbreakable connection with science and technology and this close relation is discussed as the most essential and pivotal need of technology-based organizations. Science and technology is the main cause of strategic superiority of countries3. Unfortunately, utilizing technology for power-seeking and exploitation purposes has turned it into a tool for war-mongering and aggression. Therefore, the ?rst stage of meeting with these offenses is to analyze and assess the enemy’s technological capabilities. Thus, establishing analysis centers and training expert Science & Technol-ogy Intelligence analysts has a prominent importance. Clemenceau has stated: “war is so important and cannot be entrusted with generals”. There-fore, Science & Technology Intelligence is very specialized in the domain of defensive and military opposition and cannot be considered just from technical-engineering or military aspect and be entrusted with the engaged operational forces of battle scene. So we grant it an operational-intelligence nature and entrust its responsibility to the intelligence organizations. With considering the change of threat-based approach into offensive capability-based approach in Iran’s modern doctrine, establishing Science & Tech-nology Intelligence centers in intelligence community of armed forces is of requirements of the innovative security intellect. In this study, the special-ized dimensions of this domain are explained and practical solutions are introduced according to Iran’s security-defensive environment.
