ارايه مدل برنامه‌ريزي ميان مدت دوچرخه سواري در راستاي توسعه پايدار مطالعه موردي: محدوده مركزي شهر اصفهان

Suggesting a sustainable midterm programming model on developing of riding bicycle (case study: Isfahan Central Area)

روند رشد شتابان كلانشهرها در جهان، توام با افزايش جمعيت در اين شهرها، مشكلات متعددي را مانند معضل ترافيك و اختلال در سامانه حمل و نقل درون شهري بوجودآورده است. ازاين رو معضل مذكور از چالش‌هاي اساسي فراروي برنامه ريزي شهري در اواخر قرن بيستم بوده است و بر دستيابي به اهداف توسعه پايدار شهري نهاده است. افزايش سريع وسايل حمل و نقل موتوري بويژه اتومبيل و استفاده زياد از آن در شهرهاي كشور و مشخصاً در كلان شهر اصفهان همراه با رشد جمعيت و گسترش بي رويه آن و عدم برنامه ريزي علمي وجامع ومشكلات عديده سيستم حمل و نقل عمومي باعث بروز مشكلاتي نظير آلودگي‌هاي شديد زيست وحيطي، تراكم ترافيك، اتلاف وقت، مصرف انرژي و تصادفات شده است. در اين راستا ضمن بررسي سهم دوچرخه در سفرهاي شهر اصفهان از دهه 60 تا كنون، براي رسيدن به هدف، از يك مدل منطقي ابتكاري متشكل از سه مرحله اساسي بررسي سفرها، تعيين استراتژي مناسب و رتبه بندي نواحي در محدوده مطالعاتي تعيين شده، استفاده گرديده است. روش جمع آوري اطلاعات در اين تحقيق بصورت اسنادي-كتابخانه‌اي، مصاحبه و مطالعات ميداني بوده كه با استفاده از مدل SWOT و نرم افزارهاي GAUSS و ARCGIS مورد تجزيه و تحليل قرار گرفته است. تحقيق نشان مي‌دهد كه با توجه به آنكه تعداد زيادي از سفرهاي محدوده مركزي شهر كوتاه برد هستند، به عنوان يكي از مهمترين راه‌هاي برون رفت از معضلات حمل و نقل و ترافيك بايد براي جلب اين سفرها به سوي دوچرخه نسبت به توسعه فراگير و گسترده زير ساختها و ارايه تسهيلات دوچرخه سواري بر اساس رتبه‌بندي نواحي واقع در محدوده بر اساس خصوصيات كالبدي، تعداد سفر دوچرخه و تعداد و نوع كاربري‌ها اقدام نمود. در انتها رعايت مراحل ذكر شده به عنوان يك مدل مناسب جهت توسعه موفق طرح دوچرخه سواري در اصفهان پيشنهاد مي‌گردد.

The high rapid process of growth of metropolises and the increase of population of these cities in the world has produced numerous traffic problems in transportation system. So the aforesaid problems have been the main challenges to programming for cities in the twentieth century, and these have caused struggles how to achieve a sustainable city development and how to solve the transportation system in these cities .The high and rapid increase of motor transportation vehicles ,especially cars, and their much use in cities of the country, especially in the metropolis of Esfahan, that have been accompanied by growth of population and an untimely growth of development and an increases of vehicles that have not been scientifically programmed for all of these have caused numerous problems as: general serious population, ecology pollution ,traffic density, wasting of time, consumption and waste of energy and lots of collisions in cities. Regarding this process and the role of bicycle riding, to take short trips in the city of Esfahan has been taken into consideration since the decade 60s up to now. I have used an initiative and logical model to reach this target. It is formed of three basic stages. Surveying the short city trips, deciding on a suitable strategy and grading different study regions within the city limits. In this research, the method of collecting information has been based on documentary, library, interview and field study. That has been analyzed by using the SWOT model and ARCGIS, GAUSS software. The research shows that though many trips to the central part of the city are short. yet it should be considered that riding bicycle is one the most important vehicles that can solve the problems of traffic and riding bicycle is the only infrastructure that can facilitate trip and commuting in the city, while considering the their usability. Finally performing the above mentioned items can be considered as a suitable developed model of riding bicycle in Isfahan.
