تاثير شوراي اسلامي شهر تهران بر نگرش شهروندان تهراني نسبت به مشاركت‌سياسي

Effect of City Council of Tehran on the Tehran citizensʹʹ attitudes toward political participation

در دوران حاضر تشكيل شوراهاي اسلامي‌ شهر و روستا نشان دهنده توزيع قدرت در جامعه مردم‌سالار ديني ايران و سياست دموكراتيك كردن اداره‌ امور محلي از ناحيه‌ دولت است. انتظار آن است كه با برخورداري از سازمان دمكراتيك محلي، شاهد گسترش نهادهاي غيردولتي، افزايش مشاركت مردم در اداره‌ امور خود و پاسخگو نمودن نهاد مديريت امور محلي باشيم و تا اندازه‌ زيادي به سمت توسعه‌يافتگي حركت نمود. ايجاد شوراهاي اسلامي شهر و روستا با چنين گستردگي و اهميت در تاريخ ايران بي‌سابقه است. در پايان دهه هفتاد، با شكل‌گيري شوراهاي اسلامي شهر و روستا، حضور بي‌سابقه شهروندان جهت مشاركت در اين شوراها شكل گرفت. اما بنا به دلايلي، مشاركت شهروندان در دوره‌هاي بعدي كاهش يافت. اين تحقيق با رويكردي علمي و در چارچوب رهيافت رفتارگرايي، تاثير عملكرد شوراي شهر تهران بر نگرش شهروندان، نسبت به مشاركت‌سياسي را مورد ارزيابي قرار داده است. بر اين اساس، در يك پيمايش اجتماعي سوالاتي مطرح گرديده كه پاسخ شهروندان ما را به يافته‌هاي علمي رهنمون ساخته است. از مهمترين نتايج اين پژوهش مي‌توان به موارد ذيل اشاره كرد: در بعد شناختي، آشنايي شهروندان با وظايف شوراي شهر و اقدامات آن بسيار ضعيف است. در بعد انگيزشي، تمايل به مشاركت بيشتر توسط شهروندان در شوراي شهر مشاهده مي‌شود و در بعد رفتاري حضور اندك پاسخ‌دهندگان در انتخابات شوراي شهر مشهود بوده كه با نتايج انتخابات شوراي شهر نيز همخواني دارد.

In the present era of urban and rural Islamic councils representing the distribution of power in a democratic society, religious and democratic policy making local government area of the state. With expected that the local Democratic organization, control of non-governmental organizations, increase public participation in its governance and accountable institutions to manage local affairs and to have a lot to be moving towards development. Islamic councils of cities and villages, the extent and significance is unprecedented in Iranian history. At the end of the seventies, with the formation of city and village councils, the unprecedented participation of citizens in the council was formed. But for some reasons, the participation of citizens in later periods decreased. This research approach and the approach of behaviorism, the influence of Tehran City Council on citizen attitudes toward political participation have been evaluated. Based on this development, in a social survey questions have been raised that the response of our citizens has led to scientific findings. The most important results can be pointed to the following: in the cognitive, familiarity with the duties of citizens, city council and its action is very weak. In the motivation, desire to see more participation by citizens in the City Council and Few respondents participated in municipal elections and in the behavioral evidence that is consistent with the results of the municipal elections.
