بررسي تعامل بين محيط آكادميك و صنعت ورزش ايران براساس تحليل اسناد و ساختار

Survey of interactions between administrative departments and sport industry in Iran Based on the Analysis Documents and structural

هدف از اين پژوهش تحليل تعامل و همكاري بين محيط آكادميك و بخشهاي اجرايي ورزش كشور براساس تحليل اسناد مربوط به همكاري اين دو محيط بود. اين پژوهش از نوع مطالعات تحليل اسناد و به صورت گذشته نگر است. در اين پژوهش به صورت هدفمند و دردسترس اسناد، آييننامهها چارتهاي سازماني، مصاحبهها،منابعآرشيو و گزارش عملكرد سازمانهاي ورزشي و نهادي علمي و دانشگاهي و همكاري بين اين دو نهاد مورد بررسي قرار گرفته است. نتايج در سه بخش جمع بندي نظر كارشناسان در منابع آرشيو، همخواني آييننامه، چارت سازماني و گزارش عملكرد سازمانها براي تعامل و گزارش 5 ساله ادارات تربيت بدني دانشگاههاورزشي تحليل شد. علاوه براين الگوي ساختاري فعلي و مطلوب جهت تعامل اين دو محيط ارايه شد. نتايج نشان داد ديدگاه صاحبنظرانحوزهرسانه،اساتيد و مديران مراكز علمي ورزشي در مقايسه با مديران بخش اجراييهمگرايي بيشتري دارد. يافتهها حاكي از اين بود كه متناسب با اهداف تعيين شده در آييننامهها، واحد مناسبي در چارتهاي سازماني جهت تعامل با محيط مقابل تدوين نشده و گزارش عملكردهانيز انطباق مناسبي با وظايف پستهاي سازماني اين مراكز نداشتند. گزارش عملكرد ادارات تربيت بدني دانشگاههادرارتباطباهمكاري با بخش ورزش نشان داد كه كلاس مربيگري، طرح تحقيقاتي، سمينار و همايش، كارگاه آموزشي، مربيان و هيات علميهاي شاغل در دو بخش، كارورزي- كار آفريني و نشر به عنوان مهمترين زمينههاي همكاري بين اين دو محيط، حجم نسبتا بالايي داشتهاندامااحتمالاكيفيت آنهامناسبنيست. به طور كلي نتايج حاكي از عدم تعامل مناسب بين محيط آكادميك و بخش اجرايي ورزش كشور به دلايلي متعدد ساختاري و برنامهاي دارد. به نظر ميرسد بايد با خصوصي سازي در بخش دانشگاه و ورزش، تدوين قوانين مدون مبني بر همكاري دو نهاد، اجراي طرح و سمينارهاي تحقيقاتي مشترك و كارورزي زمينه براي تعامل هرچه بهتر اين دو نهاد مهيا شود.

The purpose of this study was to analyze the interaction and coordination between academic circumstance and sport executive sections of country sport based on analysis documents related to the coordination these two structure. This investigation is a retrospectively analysis of document studies. Of investigation is purposeful and available for documents and functional reported of sport organizations and academic and scientific structure, regulation and organization chart, interviews and archival materials on the topic of the relation between university and sport and collaboration between these two structures. The results are analyzed in three parts: the sight of experts in archive source, consistent with the laws, and organization chart and reporting the function of organizations in order to interaction and the report of 5-years issued by faculties of physical education about cooperation with other sport organizations. In addition, structural model for the interaction of these two environments was presented. The results showed the media punditʹs view, teachers and administrators in sports science center compared with executive managers is more convergence. These findings were consistent with the objectives set out in the regulations unit, an organizational chart in front of the interaction with the environment have not been designed. The reported of the physical education department functions in relation to the collaboration with the department of sport shown to coaching classes, research project, seminars and conferences, workshops, educators and academics working in the two sectors internship - entrepreneurship and publishing as the most important areas of cooperation between the two environments have relatively high volume but probably not good their qualityis not good. Generally results indicate a lack of appropriate between academic circumstance and sport executive sections of country have many reasons structural and program. It seems with privatization of university and sport sections, codified legislation base on Cooperation between institutions, Joint research projects and seminars implementation and training field for more cooperation between the two institutions will be provided.
