New frontiers in science diplomacy

علم منبعي از قدرت است كه جوزف ناي از آن تحت عنوان «قدرت نرم» ياد ميكند. در چند دهه اخير با ورود علم به حوزه ديپلماسي مفهوم جديدي با نام « ديپلماسي علم» در روابط بينالملل پا به عرصه گذاشته است. ديپلماسي علم درصدد تقويت همزيستي ميان منافع و انگيزههاي سياست خارجي با جوامع علمي است. در ديپلماسي علم براي پشتيباني از اهداف سياسي، شبكهها، كانالهاي ارتباطاتي، مكانيسمهايي به شرح ذيل پيشنهاد ميگردد: - آگاهسازي سياستگذاران از ارزشهاي علم براي پيشبرد اهداف سياسي - گنجاندن آموزشهاي مربوط به سياستهاي علمي در دورههاي آموزشي به كاركنان وزارت خارجه و ساير دست اندركاران سياست خارجي - دخيل ساختن انديشمندان در تصميمگيريهاي استراتژيك - برقراري ارتباط سازنده و مستمر ميان ديپلماتها و دانشمندان - ترغيب اركان علمي مستقل براي آشناسازي وزارت خارجه با سياستهاي علمي.

Science is a source of power what Joseph Nye terms “soft power”. In last decades, following entrance of science in Diplomacy, a new concept as “Science Diplomacy” has been gaining increasing currency in the world. Science diplomacy seeks to strengthen the symbiosis between the interests and motivations of the foreign policy with scientific communications. To support of political goals, science diplomacy proposes various mechanism, networks and communication channels, could include: Informing policy –makers about the value of science to improve political objectives. Incorporating science policy training course into training courses for foreign ministry staff and other persons who are related to foreign policy. Involving scientists in strategic decision –making. Establishing constructive and effective links between scientists and diplomats. Encouraging independent scientific bodies to provide science policies briefing for foreign ministry.
