Developing Employment and Entrepreneurship and Basijʹʹs Role

بحران بيكاري به عنوان يك معضل، تمامي جنبه‌هاي اقتصادي، فرهنگي و اجتماعي يك جامعه را به شدت متاثّر مي‌كند و گاهي نيز اثرات غير قابل جبراني بر جا مي‌گذارد. تجربه ثابت كرده است كه اين بحران و پيامدهاي اجتماعي آن نه راه حلهاي فوري و ايديولوژيك و اخلاقي دارد و نه محو همه‌جانبه، يكپارچه و كوتاه‌مدت آن امكان‌پذير است. بسياري از كشورها يكي از راه حلهاي خروج از اين بحران را كارآفريني مي‌دانند و به آن توجه ويژه‌اي مي‌كنند. از طرفي بسيج به عنوان نهادي برخاسته از دل مردم كه در همه زمينه‌ها سازماندهي شده است و با گسترشي كه در بين همه اقشار جامعه و با تعهد بالايي كه به آرمانهاي نظام جمهوري اسلامي دارد، مي‌تواند در عرصه كارآفريني كمك شايان توجهي به آحاد جامعه در راستاي اهداف مقدّس نظام جمهوري اسلامي بكند. اين مقاله ابتدا به معرفي مفاهيم و مولّفه‌هاي كارآفريني پرداخته، سپس با معرفي مفاهيم بسيج با تاكيد بر رهنمودهاي خاص حضرت امام خميني(ره) و مقام معظم رهبري، عناصر و مولّفه‌ها و قابليتهاي كارآفريني و توسعه كسب و كار در جامعه را تبيين مي‌كند. در اين زمينه، مفاهيم كارآفريني اجتماعي و ارزشي كه سازگار با آرمانهاي بسيج است، بيشتر مورد تاكيد قرار گرفته است. علاوه بر آن، با تفكيك رده‌هاي بسيج، محورهاي اولويت‌دار براي ورود هر كدام از رده‌هاي مشخص شده، در قالب يك ماتريس ارايه شده است.

As a dilemma, the crisis of unemployment affects the entire economical, cultural and social aspects of a society, which sometimes leaves irreparable consequences. Experience has shown that this crisis and its social consequences do not have immediate ideological and moral solutions, nor is eliminating it in a comprehensive, integrated and short-term manner possible. Many countries consider entrepreneurship as one of the ways out of this crisis, paying special attention to it. As an institution formed by the body of people and organized in all fields, Basij can make a remarkable contribution to all individuals of the society in the field of entrepreneurship as part of the holy objectives of the Islamic Republic of Iran, specially on account of the fact that this institution has been well expanded among the entire sections of the society, and is highly committed to the ideals held by Islamic Republic of Iran. This article first introduces the concepts and parameters of entrepreneurship, and then sets out to explain the concepts, parameters and capabilities of entrepreneurship, and of developing business in the society by introducing the concepts of Basij with an emphasis on Imam Khomeiniʹs and the Supreme Leaderʹs guidelines. Now, the concepts of value and social entrepreneurship which are consistent with Basijʹs ideals have been emphasized more. In addition, after finally classifying the ranks of Basij, the present article presents the axes that have priority for the entrance of each of the specified ranks in the form of a matrix.
