The Role of Basij’s Knowledge-Based Cooperatives in Developing the Entrepreneurship in the Country

كارآفريني و انتقال پژوهشهاي كاربردي از دانشگاه به صنعت و به تبع آن، انتقال نتايج به جامعه، همواره يكي از موضوعات كليدي مورد تحليل و بررسي سياستگذاران و تصميم‌سازان صنعت و دانشگاه بوده است. ارتباط موثّر بين دانشگاهها و مراكز پژوهشي با صنعت و بخشهاي مربوط جامعه توانمندسازي بخش غير دولتي براي مشاركت در توليد علم و فنّاوري و دستيابي به فنّاوري‏هاي پيشرفته مورد نياز كشوركه در سياستهاي كلي برنامه پنجم توسعه در آن تاكيد شده است، بدون گسترش حمايتهاي هدفمند مادي و معنوي از نخبگان و نوآوران علمي و فنّاوري و دانشجويان توانمند كشور از طريق كمك براي ايجاد محصول و خدمت از دستاوردهاي پژوهشي آنها ميسّر نيست. با توجه به اهميت توسعه دانش‌بنيانِ بخش تعاوني‌ها در توسعه اقتصادي و اشتغال‌زايي كشور و وجود سازماني مردم‌نهاد و ارزشي به نام بسيج، برنامه‌ريزي و ارايه الگو براي توسعه كسب و كار و اشتغال از طريق ايجاد تعاوني‌ها، شناسايي راهبردها و عوامل موثّر در توسعه كارآفريني و حمايت از تجاري‌سازي محصولات شركتهاي تعاوني فعال در حوزه فنّاوري، اهميت بسزايي دارد. در اين مقاله پس از بررسي عوامل موثّر در ايجاد و رشد شركتهاي تعاوني كوچك و متوسط دانش‌بنيان دانشگاهي، يك الگوي تعاملي براي ايجاد شركتهاي تعاوني دانش‌بنيان بسيجي ارايه شده است.

entrepreneurship and transferring practical researches from the universities to industry, and followed by that, transferring the results achieved to the society have been analyzed and examined as key issues by the policymakers and decision makers in both industry and universities. The effective relationship between universities and research centers with industry and the related sectors in the society, enabling the public sector to participate in science and technology production and facilitating access to advanced technologies needed by the country all have been emphasized in the General Policies of Fifth Development Plan. This is entirely impossible without providing targeted (material and spiritual) supports to elites and technology and science innovators and the competent students in the country through helping them in product and service production and supporting their research achievements. Considering the importance of developing knowledge-based cooperatives in economic development and employment creation and the fact that there is a value-based and people-based organization called National Basij Organization, planning and presenting a model for developing employment and business by means of establishing cooperatives, determining the strategies and the effective factors in developing entrepreneurship, supporting commercializing the products produced by the cooperatives active in technology sector is of an increasing importance. Having examined the effective factors in establishing and developing small and medium knowledge-based cooperatives in universities, this article will present an interactional model for establishing Basij’s knowledge-based cooperatives. It hopes that its results will be helpful for, and used by, the concerned policymakers and managers in National Basij Engineering Organization.
