The Ways of Developing Entrepreneurship and Employment Creation in Construction Basij

كارآفريني عبارت است از: هر گونه تلاش براي ايجاد يا راه‌اندازي كسب و كاري جديد، فرايند خلق ارزش همراه با منابعي منحصر به فرد براي بهره‌‌برداري از يك فرصت. ساز و كارهاي كارآفريني و اشتغال‌زايي با وجود پيچيدگي و در هم تنيدگي با مسايل اجتماع، فرهنگ، سياست و اقتصاد، بسيار ساده و آسان مي‌تواند بر زمينه‌ها و فعاليتهاي داوطلبانه جوانان، نهاد‌هاي جوانان و تشكّلهاي خودجوش و با «رويكرد فرصت‌گرا» استوار شود. هر جامعه‌اي مي‌تواند با راه‌اندازي سازمانها و تشكّلهاي جوانان و بهره‌‌برداري از ظرفيتهاي داوطلبانه آنان، وضعيت موجود اشتغال‌زايي و كارآفريني خود را توسعه دهد. يكي از انواع نهادهاي مبتني بر نيروي نسل جوان، سازمان بسيج سازندگي است. سازمان بسيج سازندگي به عنوان يك سازمان كارآفرين اجتماعي و فرصت‌گرا، از جمله تشكّلها و سازمانهاي نوپايي است كه بر بال انديشه، فرهنگ و تفكّر، ماهيت جنبشي و پيشينه عملكرد جهادي بسيج استوار است و ضمن كمك به ايجاد زمينه‌هاي اشتغال‌زايي وكارآفريني در سطح كلان، راهكارهاي بومي و ملي را در اين حوزه ارايه مي‌دهد. اين مقاله ضمن مرور عملكرد سازمان بسيج سازندگي (برنامه‌ها و فعاليتها) در سطح ملي و منطقه‌اي در كمك به فراهم‌آوري و توسعه زمينه‌هاي اشتغال‌زايي وكارآفريني جوانان در سالهاي گذشته، به تبيين نقشهاي مورد انتظار و مطلوب بسيج و راهكارهايي براي توسعه كارآفريني بر اساس ماهيت داوطلبي و پراكندگي قشري و شبكه‌اي بسيج به خصوص در ميان جوانان و نوجوانان پرداخته است.

Entrepreneurship is any kind of effort to establish a new business, a process of producing value accompanied by unique sources in order to avail of an opportunity. Despite its complexity and being interwoven with problems happening in the society, culture, policy and economy, the mechanisms of entrepreneurship and employment creation can simply be built upon youths’ volunteer activities, youths’ institutions, and spontaneous establishments through an opportunity-oriented approach. Every organization is in a position to develop the present status of its entrepreneurship and employment creation. The Construction Basij Organization is an institution which is based on the young generationʹs labor. As a social and opportunity-oriented entrepreneurial organization, the Construction Basij Organization is among the new organizations that are firmly based on Basij’s thought, culture, as well as on its movement-oriented identity and its record in Jihad performance. Despite contributing to creation of backgrounds for entrepreneurship and employment creation at macro level, it presents national and native choices in this field. In addition to studying the performance of the Construction Basij Organization (programs and activities) at both national and regional level in contributing to providing and developing the backgrounds for youths’ employment creation and entrepreneurship in past years, this article explains the roles Basij expects to play, as well as the ways for developing entrepreneurship specially among youths and adolescents, on the basis of Basij’s volunteer nature, and its dispersion based on social status, and network activities
