بررسي وضعيت كاركردي بسيج در استان سيستان و بلوچستان و راهكارهاي توسعه آن

A Study of Basij’s Functional Conditions in the Province of Sistan and Baluchestan, and the Alternatives of Developing It

بسيج نهادي عمومي و نشيت گرفته از اراده و خواست آحاد جامعه براي دفاع از ارزشها و هنجارهاي انقلابي و ديني اين مرز و بوم مي‌باشد كه در راستاي دستيابي به اهداف و تحقق رسالتهاي خود، متّكي بر ظرفيتهاي نهفته در مردم و باورهاي آنان، به ويژه حفظ و تعميق علقه عميق با افراد واقع در تقسيمات كشوري (ساختارهاي تعريف شده در قوانين به منظور تقسيم نحوه اعمال اقتدار عمومي و تسهيل روند مديريت اجتماع) است. در واقع؛ به دليل اينكه برخي از مسايل اجتماعي با وضعيت خاص يك منطقه عجين بوده و تابعي از ملاحظات خاص آن منطقه است، درنظر گرفتن راهكارهايي معيّن براي مديريت اين قبيل مسايل، شرط لازم در توفيق برنامه‌هاي بسيج خواهد بود. در اين تحقيق، با درنظر داشتن وضعيت خاص اجتماعي سيستان و بلوچستان و آسيب شناسي اجتماع، نه تنها شاخصهاي موفقيت بسيج در گذشته تبيين شده، بلكه راهكارهاي توسعه نقش بسيج در آينده نيز با درنظر گرفتن وضعيت خاص محيطي، فرهنگي و اجتماعي اين ديار مورد بررسي و ارزيابي قرار گرفته و با بهره‌گيري از تحليل شناختي وضعيت موجود، بايسته‌ها و شايسته‌ها در بهبود و ارتقاي اين وضعيت و مطلوب‌تر سازي دورنماي كاركردهاي بسيج در آينده ارايه شده است.

Basij is a people institution originating from the will of the individuals of the society to defend the religious and revolutionary values of this native country, which depends on the capabilities inherent in people and their beliefs intended to achieve it’s objectives, specifically to build and intensify the deep passionate relationship with people situated in the state divisions (the structures defined in law in order to determine how to exert the people authority and facilitate the management of the society). In fact, since a handful of social problems are coupled with a certain situation in a region, and are a subject of certain considerations in that region, so a necessary precondition for Basij to achieve success in it’s programms will be to consider defined options to manage such problems. Considering the specific social situation in Sistan and Baluchestan and the pathology thereof, this article not only explains the factors of Basij’s success in the past, but also evaluates the alternatives of developing Basij’s future role by having in mind the environmental, cultural, and social conditions in this region, and further, presents what should and could be done to improve this condition, as well as to optimise the outlook of Basij’s future functions.
