Basijʹʹs Roundtable and Making the Regime Efficient

بدون شك يكي از مهم‌ترين مباحث مطروحه در برابر هر نظام حكومتي، موضوع كارامدي آن نظام در حل مشكلات مردم و جامعه است. نهادهاي شكل‌گرفته در يك نظام حكومتي، همگي سرانجام به نحوي با اين موضوع سر و كار داشته يا كاركردهاي آنها در نهايت براي اين منظور جهت‌گيري مي‌شوند. بسيج به عنوان مردمي‌ترين نهاد شكل‌گرفته در نظام جمهوري اسلامي ايران نيز با تنوّعي از كاركردها و نقشهاي متصوّر، در همين بستر قابل تحليل و تامّل است. نسبت كارامدي نظام و نهاد بسيج از موضوعات قابل تعمّقي است كه بحثهاي كارشناسانه جدّي را طلب مي‌كند. بدين منظور بر آن شديم تا بحث «بسيج و كارامدي نظام» را در ميزگردي با حضور انديشمندان حوزه‌هاي گوناگون و از زواياي متفاوت مورد بررسي قرار دهيم. بنابر اين، تلاش كرديم از حوزه‌هاي گوناگون سياسي،‌ اقتصادي، مديريتي و... به اين بحث پرداخته، نسبتِ ميان كارامدي و بسيج را به بحث بكشيم. روشن است كه ديدگاههاي استادان محترم، ديدگاه شخصي آنها بوده و انعكاس آن در اين فصلنامه به معناي تاييد يا رد اين ديدگاهها نيست. با تشكر از استادان محترم،‌ در اين گزارش، شرح فشرده محورهاي اصلي مباحث مطرح‌شده در ميزگرد ارايه مي‌شود.

Undoubtedly, one of the most important questions posed to any governmental system, is that of the efficiency of that system in solving the problems faced by its people and society. The institutions formed in a governmental system, are finally dealing with this issue or its functions are ultimately orientated for this purpose. As the most public institution formed in the Islamic Regime of Iran (IRI), Basij with a variety of conceivable roles and functions is observable and analyzable. The proportion of the efficiency of the regime, and of the institution of Basij is an issue that deserves great contemplation and requires serious expert discussions. So, we were determined to put the issue of "Basij and the Efficiency of the Regime" to be discussed in a roundtable participated by thinkers from various fields and from different perspectives. Therefore, we tried to discuss this issue from political, economic, managerial and…domains, and put the proportion between effectiveness and Basij out for discussion. It is obvious that the viewpoints presented by the respectable instructors, are their personal views, and that they are published in this quarterly does not indicate that they are supported or rebutted. Paying tribute to the pains taken by respectable instructors, this report presents a summarized outline of the main pivots presented in the roundtable.
