Administration System and Sustainable Socio-cultural Development In Tourism Sector of Masooleh

ماسوله يكي از كوچك‌ترين شهرهاي ايران، سال‏هاست كه به دليل داشتن جاذبه‏هاي خاص و منحصر به ‌فرد تاريخي- فرهنگي و طبيعي خود تبديل به يكي از شناخته ‌شده‏ترين مقاصد گردشگري كشور شده است. توسعه‏ي گردشگري در ماسوله آثار و پيامدهاي زيست‌محيطي، اقتصادي و اجتماعي- فرهنگي را نيز در پي داشته است. در اين مقاله نقش نظام اداري- مديريتي به عنوان عنصري مهم در فرآيند توسعه كه نقشي بنيادين در ايجاد پايداري يا ناپايداري در مقاصد گردشگري به‌خصوص در ابعاد اجتماعي- فرهنگي دارد مورد بررسي قرار گرفته است. از تكنيك‏هاي مختلف روش كيفي براي توليد داده و معرفي سهم نظام اداري- مديريتي در فرآيند توسعه‏ي گردشگري در ماسوله و نيز شناخت آسيب‏ها و كاستي‏هاي آن استفاده شده است. درنهايت پس از ارزيابي و تحليل داده‌ها، پيشنهاداتي براي ارتقاي عملكرد نظام اداري- مديريتي در فرآيند توسعه‌ي پايدار گردشگري ماسوله ارايه شده است.

Introduction Masooleh is a small city located in northern part of Iran which is a popular tourism destination because of its unique natural features and outstanding cultural and historical characteristics. Tourism is a multifaceted phenomenon which can affect the stakeholders in different ways. Tourism destinations are not static and they may alter over time as tourism development goes from one step to another and Masooleh is no exception. Over the years, tourism development has led to various environmental, economic and socio-cultural impacts in Masooleh. In today’s world, in addition to tourism management and marketing, considering sustainability and tourism impacts in destinations has become a major issue. For the past few decades, sustainability has been applied to tourism research. Sustainable tourism can be defined as the kind of development in an area in such a manner and such a scale that it remains viable over an indefinite period and does not degrade or alter the environment (both human and physical) in which it exists to such a degree that it prohibits successful development and well-being of other activities and programs. Sustainability principles refer to the environmental, economic, and socio-cultural aspects of tourism development, and a suitable balance must be established between these three dimensions to guarantee its long-term sustainability.
