معيارهاي توسعه‌ي مجدد اراضي نظامي با رويكرد مديريت بحران مطالعه‌ي موردي: پادگان دوشان‌تپه

Military Fields Redevelopment Criteria of Efficiency in Crisis Management; Case Study: DooshanTappeh Base

مديريت بحران راهبردي است كه متخصصان شهري آن را براي مقابله با بحران‌هاي شهري تدوين كرده‌اند. يكي از مراحل اصلي مديريت بحران اسكان موقت حادثه‌ديدگان است و فضاهاي باز شهري قابليت بالايي در تسهيل اين مرحله از مديريت بحران دارند. در سال‌هاي اخير، قانون انتقال اراضي نظامي درون‌شهري به خارج از محدوده‌ي شهرها زمينه‌ي توسعه‌ي مجدد آن‌ها را در كشور فراهم ساخته است. يكي از مسايل مطرح در اين زمينه چگونگي توسعه‌ي مجدد با رويكرد مديريت بحران است. اين پژوهش در راستاي حل اين مسيله و با هدف ارايه‌ي معيارهايي براي توسعه‌ي مجدد اراضي نظامي با رويكرد مديريت بحران و انتخاب پادگان دوشان‌تپه نشان داد كه مي‌توان معيارهايي در زمينه‌ي كاربري زمين، تاسيسات، تراكم، حمل و نقل و سازمان فضايي پيشنهاد كرد. بررسي شرايط شهري و محلي پادگان دوشان‌تپه، ارايه‌ي طرح‌هاي پيشنهادي براي توسعه‌ي مجدد و ارزيابي اين طرح‌ها با معيارهاي معرفي‌شده با روش تحليل سلسله‌مراتبي، نشان مي‌دهد كه مي‌توان با حداكثر استفاده‌ي انطباقي از كاربري‌ها و تاسيسات موجود، مجموعه‌اي احداث كرد كه در شرايط عادي داراي كاربري‌هاي شرطي، چندعملكردي، موقتي، سبز و تفريحي باشد و در شرايط بحراني با انعطاف‌پذيري بالا به سرعت براي عملكردهاي امدادي و اسكان موقت آماده گردد.

The crisis management is a strategy that has been developed by urban experts, con-fronting with urban disasters. One of the main stages of crisis management is the tem-porary housing for disaster victims. Urban open spaces have a high potential to facili-tate this phase of crisis management. In recent years, the law of “Transferring the Mili-tary Land Uses from City Limits," has provided their redevelopment in Iran. One of the issues in military land fields transferring is how to redevelop these fields with paying attention to the crisis management approaches. This study aims to indicate the main criteria for redeveloping military fields in accordance with crisis management approach-es. Dooshantappeh base is selected as a case study in order to solve temporary housing issue during a crisis. The indicated criteria were land use, utilities, density, transporta-tion and spatial structure fields. Site location and urbanization conditions were consid-ered for site redevelopment strategies. The Analytic hierarchy process was used as de-cision making technique in this study. The results show that the maximum adaptation of existing constructions and facilities to the redeveloped plan of military fields provide conditional, multi-functional, temporal, recreational and greening opportunities of land use. This redeveloped area could be used as a rescue area quickly with high flexibility for temporary housing.
