ارزيابي سند برنامه استراتژيك به روش فازي: مطالعه موردي اداره كل بيمه خدمات درماني استان كرمان؛ سال 1387

Fuzzy Approach for Strategic Plan Assessmenta Case Study at Kerman Healthcare Insurance

مقدمه: برنامهريزي استراتژيك با تبيين تصويري از وضعيت آيندهي سازمان تحولات برون سازماني و درون سازماني را به فرصتهاي بهينه تبديل ميكند. روش بررسي: اين پژوهش توصيفي- اكتشافي؛ به صورت موردي انجام ميگيرد. دادهها از بررسي اسناد و مدارك ادارهي مذكور و مصاحبهي حضوري با هستهي مركزي به دست آمد. سند برنامهي استراتژيك به وسيلهي فرمهاي ارزيابي ارايه شده توسط طبيبي – ملكي بررسي؛ و جهت تحليل دادهها از شاخصهاي مركزي؛ و به منظور تصميمگيري جهت ارزيابي، از سيستم فازي ممداني با 3 ورودي و يك خروجي استفاده شد. يافتهها: گامهاي برنامهريزي براي برنامهريزي استراتژيك، تدوين استراتژيها و تدوين شاخصهاي ارزيابي برنامه كمترين امتياز (صفر) و بيانيهي ارزشها بيشترين امتياز (83درصد) را كسب نمودند. ميزان ورودي P، برابر با صفر، ميزان ورودي تحليل محيط، شناسايي گروههاي هدف و ذي نفعان، رسالت، دورنما، ارزشها و اهداف كلي (SSMVVO) برابر با 1.9 و ميزان ورودي مسايل استراتژيك، اهداف استراتژيك، مقاصد، استراتژيها، شاخصهاي سنجش (POTSI) برابر با 0.43 بود. ميزان خروجي 0.547 (SPO) تعيين شد. درجهي عضويت متغير خروجي در مجموعهي فازي عدم پذيرش يا تصويب برابر 0.62 و درجهي عضويت آن در مجموعهي فازي پذيرش سند برابر 0.42؛ و در ديگر مجموعههاي فازي متغير خروجي، درجهي عضويت صفر بود. نتيجهگيري: به كارگيري روش فازي و براي ارزيابي اسناد برنامه استراتژيك نسبت به روش تصميمگيري بر اساس ميانگين كل سادهتر و به واقعيت نزديكتر است.

Introduction: Introduction: Strategic planning is the first function of senior managers, because they can define future status of organizations, external and internal changes, to use opportunities productively. This study was carried out to assess strategic plan of Kerman Healthcare Insurance Organization by fuzzy approach. Methods: This is a descriptive- exploratory study, conducted as a case study. The information are constructed through a critical review of documentations on strategic planning, as well as, several interviews with members of planning committees to assess strategic planning process. The assessment forms are used for data collecting, presented by Tabibi & Maleki in their practical model. The data are presented as measurement of central tendency indexes. Fuzzy logic system approach (based on Mamdani Fuzzy system) was used for judgment and decision-making. Results: The sections of Planning for Strategic planning, strategies formulation and definition of assessment performance indicators had the lowest scores (0%) , and values statement the highest Scores (83%) . In the fuzzy system, P input score found Zero, SSMVVO input score 1. 9 and POTSI Score 0. 43. The score of output determined “0. 547” by defuzzification step. The score of output or the assessment of strategic plan was equal with 0. 62 represented in “reject of strategic plan” fuzzy set and a 0. 42 in “strategic plan need change great” fuzzy set. Conclusion: Fuzzy logic provides a mechanism for assessing strategic plan which is too userfriendly, simplified and practical approach for senior managers to approve plans and control strategic planning process.
