Venezuela and Asymmetric Warfare

تحولات و چالشهاي آمريكا فقط محدود به كشور خود يا منطقه خاورميانه نمي‌شود. كشور ونزويلا در همسايگي آمريكا و به عنوان منبع راهبردي انرژي آن كشور محسوب مي‌شود. سلطه آمريكا بر منطقه آمريكاي لاتين بسيار حياتي است؛ چرا كه از طرفي سرشار از منابع انرژي، مواد خام و نيروي كارارزان و از طرف ديگر به عنوان بازار مصرف بزرگ مطرح است. نويسنده مقاله كه استاد دانشكده جنگ ارتش آمريكاست، با نگاهي جانبدارانه ضمن معرفي هوگوچاوز، نوع حكومت و رويكرد وي به چالش آمريكا و ونزويلا، به طرح چند پرسش مي‌پردازد و در جهت پاسخگويي به سوالات مطروحه، ضمن بر شماري عناصر كليدي موفقيت چاوز، براي مقابله با چالش پيش آمده پيشنهادات جامعي را در ابعاد سياسي، اقتصادي و نظامي ارايه مي‌نمايد.

The changes and challenges of the United States are not only limited to the country or Middle East region. Venezuela, locating in thd neighborhood of the USA, is considered as a source of energy strategy for the USA. The Stateʹs sovereignty over the region of Latin America is very essential because in on hand this region bears much source of energy, crude materials, and low-costing manpower; on the other hand it is a great consuming market. The writer of this article, who is a professor in Army War Collage of America, after introducing Hugo Chaves, the Characteristics of his government, and his approaches to challenges of the States and Venezuela, proposes some question. One of the interesting points of this article is that Chaves is familiar to all aspects of asymmetry – the conflict of the weak against the strong – and thd necessities of this conflict – logical thinking, creativity, great strength of will, relative conventionality of ethic, the use of public thought, and the war of all the people.
