تبيين و بررسي ويژگي‌ها، روش اجرايي و دلايل شكل‌گيري پليس هوشمند به عنوان پارادايم جديد خدمات پليسي

Explanation and Study of Characteristics, Implementation Method and the Reasons for Formation of Smart Policing as Police Service New Paradigm

امروزه نياز به پارادايم تازه در خدمات پليسي احساس مي‌شود كه جنبه‌هاي گوناگون مفاهيم پليسي موجود را تلفيق كند و اثربخشي پليس را متناسب با واقعيت‌هاي اجتماعي و اقتصادي پيش روي افزايش دهد؛ همچنين دست‌رسي به ابزار مبارزه با جرم فناوري‌محور را به رسميت بشناسد. به همين منظور، در اين مقاله با روش توصيفي و تحليلي و از طريق مطالعه كتابخانه‌اي، با مدنظر قرار دادن تحقيقات و پژوهش‌هاي صورت‌گرفته در كشور آمريكا، پليس هوشمند را به مثابه پارادايم جديد خدمات پليسي معرفي مي‌كنيم. پليس هوشمند سه عنصر اوليه دارد: راهبردنگري، تحليل و فناوري؛ به اين معني كه پليس هوشمند از فناوري و تحليل استفاده مي‌كند تا به شيوه راهبردي از فعاليت‌هاي پليسي پشتيباني كند. رويكرد پليس هوشمند رويكردي مسيله‌محور است كه از پليس مسيله‌محور سرچشمه گرفته است. تفاوت رويكرد مسيله‌محوري پليس هوشمند با رويكرد سنتي مسيله‌محوري در اين است كه پليس هوشمند دخالت ويژه محققان در نقش شريك و همكار اجرايي پروژه‌ها را تشويق مي‌كند و همچنين توجهي بيشتر به علم تجزيه و تحليل و ديگر ابزارها و پيشرفت‌هاي فناوري در اين موضوع دارد. ويژگي‌هاي پليس هوشمند در تغيير پارادايم خدمات پليسي عبارت است از: توجه به فناوري، ترويج نوعي جديد از پژوهش‌نگري در قالب شراكت پليس و پژوهشگر، و سرانجام انتخاب هوشمندانه و تلفيق‌گونه رويكردهاي پليسي.

Today the requirement of a new paradigm in police service is so obvious that the integration of different aspects of available police concepts to improve police efficiency proportionate to economic and social realities have increased therefore access to tools for fighting technology based crimes is acknowledged. Thus in this article using analytical descriptive method and library research and attention to researches done in USA, smart policing as a new paradigm in police services is introduced. Smart policing has three primarily factors of strategy, analysis and technology namely the smart policing uses technology and analysis to support policing activities strategically. Smart policing approach is problem oriented and resulted from problem oriented policing. The difference of smart policing problem oriented approach with traditional problem oriented policing is that the smart policing encourages the special involvement of researchers as partnership and corroborators in projects and also pays more attention to science of analysis and other tools and technological advancements. The characteristics of smart policing in changing the paradigm of police service include attention to technology, encouragement of a new type of research outlook in the form of police partnership and researcher and finally wise and combinative selection of policing approaches.
