New Patterns in the Iraq Insurgency

حوادث عراق گوياي آن است كه جامعه عراق درگير شورشي داخلي است كه هدف اصلي آن تلاش براي به شكست كشاندن فرايند جاري سياسي در عراق از طريق ايجاد جنگ داخلي در اين كشور است. از سوي ديگر مقامات عراقي تاكنون در برابر تلاشهايي كه براي ايجاد جنگ داخلي صورت گرفته است، مقاومت كرده، به تلاشهاي خود براي وارد كردن اقليتهاي عراقي در روند سياسي اين كشور ادامه داده‌اند. به‌ويژه رهبراني ديني تلاشهايي جدي به منظور جلوگيري از جنگ داخلي و اقدامات تلافي‌جويانه انجام داده‌اند. اشغالگران امريكايي ابتدا انتظار داشتند نيروهايشان به عنوان نيروهاي رهايي‌بخش مورد استقبال قرار گيرند ولي درگير شورشي شدند كه از درك ماهيت و سرشت آن درمانده‌اند. اين مقاله با پرداختن به ماهيت شورش در عراق، تلاش مي‌كند ماهيت بازيگران، ابعاد و اهداف آن و واكنش حكومت و نيروهاي اشغالگر را با نگاه آمريكايي تبيين كند. مقاله حاضر بيانگر چالشهاي پيش‌ روي نيروهاي اشغالگر در منازعات داخلي عراق و عدم آمادگي و شكست استراتژي ضدشورش آمريكا در صحنه عراق است.

The events in Iraq reveal that Iraq is involved in a civil insurgency, the primary goal of which is making efforts to attack the Occupation and drive it out of Iraq, and causing the current political process to fail by provoking a civil war. On the other hand, the Iraqi authorities so far have resisted efforts made to create civil war, and continued their efforts to involve the Iraqi minorities in the countryʹs political process. Specifically, the religious leaders have made serious efforts to avoid civil war and retaliatory measures. At first, the American Occupation expected their forces to be welcome as liberation forces, but they were faced with insurgency, the nature of which they could not understand. By studying the nature of the insurgency in Iraq, this article tries to explain itʹs nature, dimensions and objectives, and the responses made by the government and the occupation forces, through the American eyes. It indicates the challenges facing the occupation forces in the Iraqi civil conflicts and the defeat of Americaʹs anti-insurgency and itʹs lack of preparedness on the Iraqi scene.
