نقدي بر نقش و كارويژه بسيج در پرتو قانون برنامه چهارم توسعه: كاستي‌ها و راهكارها

A Critique of Baseej’s Special Rold an Functions under the Foruth Development Plan Act: the Deficits and Options

برنامه‌ريزي، يكي از لوازم اساسي مديريت امور عمومي است كه چهارمين برنامه پنج‌ساله كشورمان نيز با درك اهميت و وجاهت آن، تدوين شده و به مرحله اجرا رسيده است. پيشبرد اهداف و ماموريتهاي ذاتي بسيج، همانند ساير نهادهاي عمومي، مستلزم برنامه‌ريزي بوده و دولت نيز در برنامه‌هاي توسعه، تا حدودي اين امر را مورد توجه قرار داده و همگام با تحولات سياسي، فرهنگي، اقتصادي، اداري و اجتماعي، دورنماي كارويژه‌هاي بسيج را در قالب خطوط كلي و راهبردي ترسيم كرده است. در اين نوشتار، بسيج از منظر قانون برنامه چهارم توسعه مورد تحليل و بررسي قرار گرفته و ضعفهاي اين برنامه نسبت به برنامه سوم روشن شده است. در پايان نيز به منظور انجام كارويژه‌هاي بسيج، پيشنهادهايي جهت اصلاح و اجرايي كردن مفاد اين قانون و حسن انجام وظايف و ماموريتهاي ذاتي محوله به بسيج، ارايه شده است تا حصول اهداف توسعه همه‌جانبه كشور در چشم‌انداز ميان‌مدت (پنج‌ساله) و بلندمدت (افقهاي توسعه بيست ساله) با تاكيد بر نقش و جايگاه بسيج تسهيل شود.

Planning constitutes one of the Fundamental Necessaries of public affairs management. It is by capturing how important and necessary planning is that the Fourth Five-Year Plan, in our country, has been drafted and put into force. The promotion of Baseej’s inherent goals and missions as an organized configuration of general people out of different groups and guilds, like other general institutions, requires planning, and the Government, to some extent, has taken it into consideration, drawing a perspective of Baseej’s special functions in terms of strategic and, general lines, alongside with social, administrative, economic, cultural, and political developments. In this writing, Baseej has been analyzed and studied in terms of the Fourth Development Plan Act, and the weaknesses of the plan highlighted. Finally, proposals have been made to amend and operationalize the provisions stated in the Act and improve the Performance of Baseej’s missions and duties, so that the goals of the country’s comprehensive development within the intermediate-term (five years) and long-term (twenty-year development) scope with emphasis on Baseej’s role and status could be facilitated.
