Winning the War of the Flea

نويسنده در اين مقاله ضمن مقايسه جنگ چريكي و جنگ متعارف، به ضعفهاي ارتش آمريكا در زمينه مقابله با شورشگري و جنگ چريكي در سطح فرهنگ نظامي، دكترين و آموزش اشاره كرده است. در ادامه مقاله، جنگهاي سرخپوستان و شكست چريكها، شورش فيليپين، شورشهاي آمريكاي لاتين و مجمع‌الجزاير كاراييب و جنگ ويتنام را مورد بررسي قرار مي‌دهد و درسهاي گرفته شده و اصول تدوين شده بر اساس اين تجارب را يادآوري مي‌كند. در اين مقاله اظهار عقيده شده است كه نيروي زميني در زمينه درس گرفتن از اين تجارب ضعيف عمل كرده و اين درسها را براي آموزش نيروهاي نظامي آمريكا مورد استفاده قرار نداده و بيشتر بر روي الگوي جنگ بزرگ متمركز بوده است. اما تفنگداران دريايي آمريكا اولين واحد ارتش آمريكا بوده كه اين تجارب را در قالب يك جزوه آموزش در اختيار نيروهاي خود قرار داده است. در پايان با تاكيد بر لزوم هماهنگ شدن ابعاد سياسي، اجتماعي و اقتصادي و نظامي شورش، چنين نتيجه‌گيري شده است كه شورش صرفاً راه‌حل نظامي ندارد و بايد راه‌حل همه‌جانبه براي آن يافت.

In the present article, a comparison has been made between conventional and gurrilla warfare and U.S. Army weaknesses at the level of military culture, doctrine, and training to deal with such operations have been underscored. Then, Indian Wars, Philippine Insurgency, Latin America and the Caribbean insurgencies as well as Vietnam War have been reviewed to draw the lessons from such operations and the use of such lessons in training programs. The article notes the principles drawn out in some cases. It has been claimed that the U.S. Army failed to learn the Lessons and acquired experiences and has focused on big-war paradigm, but U.S. Marine Corps has, distilled the lessons in 1940 version of Small Wars Manual. At the end of the article, the need for coordination of all aspects of political social, economic and military parts has been emphasized. It has been concluded that Insurgency does not have only military solution and a comprehensive approach should be a dopted.
