The American Neo-Conservatist Government’s Doctrine

حادثه 11 سپتامبر به مثابه رخدادي استراتژيك، نقطه عزيمت آمريكا براي بازتعريف نقش و موقعيت آمريكا توسط نومحافظه‌كاران به رهبري بوش (پسر) بود. از جمله پيامدهاي اين حادثه در حوزه نظري، غلبه سياستهاي نظامي ـ امنيتي بود كه ادبيات سياسي ـ نظامي موجود را دستخوش تغيير كرد. آمريكا بر اساس دكترين بوش با تكيه بر قدرت نظامي و در پوشش مبارزه با تروريسم، جلوگيري از اشاعه سلاحهاي كشتارجمعي و گسترش دموكراسي، به دنبال تحقق نوع جديدي از مهندسي سياسي و اجتماعي كشورهاي منطقه و تامين امنيت استراتژيك براي منافع ملي و برتري بلامنازع خود است. مقاله حاضر كه يكي از قابل تامل‌ترين منابع تحليلي بوده و توسط يكي از برجسته‌ترين تحليلگران آمريكايي در عرصه بين‌الملل به نگارش درآمده، به بررسي مولفه‌ها و عناصر تشكيل‌دهنده دكترين بوش پرداخته است؛ دكتريني كه به اعتقاد نويسنده، محصول عوامل ساختاري و غيرمتعارف و يك واكنش معمولي به وضعيتي غيرعادي و سياستي است كه مشكلات فراواني براي جهان و نيز آمريكا به ارمغان خواهد آورد.

As a strategic event, the 11 September event was and advantage point for redefining America’s position and roles, by the American neo-conservatists led by Bush the Boy. Relying on military power, and under the guise of counter terrorism, mass destruction proliferation prevention and developing democracy, America – on the basis of Bush’s doctrine – seeks to achieve a quite new kind of political engineering in the countries of the region and provide a strategic security to advance it’s national interests and unquestioned hegemony. As a most considerable analytic source, which has been written by one of the most prominent American analysis, this article addresses the constituents of Bush’s doctrine, a doctrine that, as the author believes, is the outcome of unconventional and structural factors, and a usual response to an unusual condition and politics that will cause problems for the world as well as America.
