فناوري‌هاي اطلاعات و ارتباطات(ICT) و رابطه آنها با رفاه اجتماعي

Information and Communication Technologies (ICT) and their Relationship with Social Welfare

همانطوركه فرانسيس كايرنكراس مي‌گويد «مهمترين چيز درباره فناوري نوپديد چگونگي كاركرد آن نيست، بلكه چگونگي استفاده مردم از آن و تغييراتي است كه در زندگي بشر ايجاد مي‌كند». اين مقاله درصدد است پيرامون ارتباط ميان فناوري‌هاي اطلاعاتي و ارتباطي(ICT)، رفاه اجتماعي و به‌ويژه تاثيراتي كه اين فناوري‌ها بر رفاه اجتماعي دارد، به جستجو بپردازد. بنابراين از ميان مطالعات و تحقيقاتي كه اين موضوع را مطالعه و تحقيق نموده و دردسترس محقق بوده‌اند، به روش اسنادي و كتابخانه‌اي ابعاد مختلفي را مورد نقدوبررسي قرار داده است. ابتدا فناوري‌هاي اطلاعات و ارتباطي و نيز زير مجموعه‌ها و اقسام مختلف آنها توصيف شده و در ادامه رويكردهاي مختلف به اين فناوري‌ها شامل رويكرد فني و اجتماعي طرح و تفاوت‌هاي آنها مورد بحث قرارگرفته است. در ادامه اشاراتي به تفكرات نظريه‌پردازاني كه در مورد اين فناوري‌ها سخن گفته‌اند، صورت مي‌گيرد. سپس مباحثي پيرامون ارتباط ميان فناوري‌هاي اطلاعاتي و ارتباطي و رفاه اجتماعي و نيز تاثيرات و تغييرات اجتماعي ايجاد شده در جامعه توسط اين فناوري‌ها ارايه گرديده است. در بخش انتهايي متن، طرح‌هاي اجراشده در خارج از ايران مورد بررسي قرارگرفته و نيز شرايط خاص جامعه ايران و فعاليت‌ها و رخدادها و برخي تصميمات اتخاذ شده در ارتباط با فناوري‌هاي اطلاعاتي و ارتباطي در ايران و تاثيرات آنها مطرح شده است. نتايج حاصل از اين بررسي نشان مي‌دهد آثار و پيامدهاي فراگير شدن فناوري‌هاي اطلاعاتي بر سبك زندگي مردم؛ افزايش رفاه اجتماعي آنان را درپي داشته است. همچنين كاربرد اين فناوري‌ها در ابعاد اقتصادي، فرهنگي و اجتماعي به‌گونه‌اي است كه ارايه خدمات به‌هنگام، همراه با هزينه‌هاي كمتر و دسترسي آسان‌تر به فرصت‌ها، زمينه استفاده از نظر شهروندان در اداره جامعه، بالابردن وجهه سياسي شهر و شهروندان و درنهايت زمينه ارتقا منزلت اجتماعي آنان را فراهم آورده است. نكته ديگري كه از اين بررسي حاصل شده اين است كه كاربرد افزون‌تر اين فناوري‌ها به وسعت‌نظر بيشتري نيازمند است كه خود به اثربخشي هرچه بيشتر استفاده از اين فناوري‌ها منجرخواهدشد.

As “Frances Cairn cross” states "The most important thing about a new technology is not how to use it, but how people use it and the changes it brings about in peopleʹs life". This paper tries to find the relationship between ICT and social welfare, particularly the effects of these technologies on social welfare. Therefore, various dimensions of issue were reviewed using library and documentary method on available studies that had examined this issue. First, ICT and its multiple subsets and types are explained and then the different approaches to these technologies including technical and social approaches are discussed and their differences are defined. Second, there will be a reference to the ideas of the theorists who have spoken about these technologies. Third, there will be discussions about the relationship between information and communication technologies and social welfare as well as social effects and changes have introduced in the society by these technologies. Finally, the implemented projects outside of Iran are reviewed and the specific situation of the Iranian society, activities, events, and some of the decisions taken about information and communication technologies in Iran and their effect are addressed. The findings of this study shows that the influence and outcome of prevalence of information technologies on peopleʹs lifestyle has lead to improvement of their social welfare. Also, the application of these technologies in the economic, cultural, and social dimensions is such that allows for timely services, with lower cost; easier access to opportunities; along with using comments of citizens in handling society; enhancing political aspect of city and citizens; and finally improving their social status. Another point obtained from this review is that greater use of these technologies requires a greater breadth of vision that in turn will lead to much more effectiveness of these technologies.
