جنگ نامتقارن داراي چند عنصر اساسي است كه از بين آنها، دو عنصر روحيه و اراده بيش از بقيه مستعد بهره‌گيري از عمليات رواني هستند. و كليدي‌ترين عناصر جنگ نامتقارن تلقي مي‌شوند. به همين سبب امروزه بسياري از صاحب نظران بر اين باورند كه نقش عامل رواني در جنگ نامتقارن برجسته‌تر از ساير عوامل است؛ زيرا با اين عامل مي‌توان بر اراده دشمن جهت منصرف كردن او از شروع جنگ، يا متقاعد ساختن او به اينكه استمرار جنگ پيامدي جز شكست و رسوايي نصيب وي نمي‌سازد، تاثير گذاشت. اصلي‌ترين آماج‌هاي عمليات رواني در جنگ نامتقارن، افكار عمومي و فرماندهان و نيروهاي نظامي دشمن هستند. با بهره‌گيري به موقع از فنون و روشهاي متعدد عمليات رواني مي‌توان از يك سو افكار عمومي كشور را عليه هيات حاكمه آن برانگيخت و از سوي ديگر، موجي از وحشت، ناامني و سردرگمي در نيروها و فرماندهان دشمن ايجاد كرد و آنان را مغلوب اراده خود ساخت.

There is a number of elements which are basic in any asymmetrical warfare. Among them two elements of morals and will are much more subject to being capitalized on through psychological operations. In addition, the two elements are considered the most critical elements in asymmetric warfare. So, today many experts belive that, in asymmetrical warfare, the role of psychological operation is much more dominat than other factors. This is the same factor which is capable of influencing the opponent’s will to discourage him from a war, or to persuad him that the continuation of war brings about no thing more than defeat and disgrace, In asymmetric conflict, the most important targets of psychological operation are public opinions and the mind of military commanders of enemy. By tacit and timely application of various tactics and techniquis of psychological operation, on the one hand, one can stimulate public opinion against the ruling government and to creat a tide horror, fear, uncertainity and confusion among opponent’s troops and commanders and defeat the enemy by one’s will, on the other.
