Study on necessity of establishing an educational radio channel in Iran

استفاده از راديو براي آموزش گروه‌هاي مختلف اجتماعي در بسياري از كشورهاي جهان، سابقه‌اي طولاني دارد؛ اما نتايج تحقيقات انجام شده نشان مي‌دهد كه در ايران به طور جدي از ظرفيت‌هاي آموزشي راديو در دو حوزه آموزش رسمي و غيررسمي بهره‌برداري نشده است. اين تحقيق با هدف طرح ضرورت تاسيس راديو ي آموزشي در ايران، با توجه به شرايط اجتماعي، اقتصادي و فرهنگي كشور و نيز ارايه الگوهاي مطلوب برنامه‌سازي، در چنين راديويي انجام شده است و چارچوب نظري آن را، نظريه‌هاي لاسول و دانيل لرنر تشكيل مي‌دهند. اين تحقيق، با استفاده از روش كيفي انجام شده و براي جمع‌آوري اطلاعات از مطالعه اسنادي و مصاحبه نيمه‌ساختاريافته با 8 نفر كارشناس استفاده شده است. با تحليل يافته‌هاي تحقيق مي‌توان گفت در كشوري مانند ايران، با گستره جغرافيايي وسيع، فراواني جامعه روستايي، تعدد فرهنگ‌ها و مشكلاتي مانند عدم دسترسي به خدمات و امكانات آموزشي، نياز به راه اندازي ايستگاه راديويي آموزشي به صورت مبرم، احساس مي شود. راديو به دليل سهولت دسترسي و برخورداري از پوشش وسيع و گسترده مي‌تواند با بهره‌گرفتن از الگوي برنامه اي مناسب، هم به عنوان وسيله كمك آموزشي در اثربخشي آموزش‌هاي رسمي، نقش موثر ايفا كند و هم با آموزش‌هاي غيررسمي، گام موثري در بالا بردن سطح آگاهي‌هاي مردم، تسهيل و تسريع فرايند توسعه و برقراري عدالت آموزشي برداشته، پاسخ‌گوي مناسبي به نيازهاي آموزشي‌ لايه‌هاي مختلف اجتماعي باشد.

Use of radio as an instrument to teach to different social group has a long history in many countries of the world, but according to researches conducted in Iran, the educational capacities of radio have not been seriously applied not in formal education nor in informal one. Considering the social, economic and cultural situations of Iran, the main purpose of this research is to explain the necessity of establishment of an educational radio channel in Iran and to design optimal patterns of programming in above mentioned radio channel. The theoretical framework of the research is based on Lasswell and Daniel Lerner’s theories. By the qualitative research method, the data gathered by the documentary study and semi- structured interview with 8 experts. The findings show in a country like Iran with a wide geographical territory, great number of rural communities, various cultures and problems such as lack of access to educational services and facilities, establishment of an educational radio channel becomes an urgent need. Considering the easy accessibility and widespread coverage of radio, this media can play an efficient role as an educational instrument in efficiency of formal education and can also improve awareness level of people, facilitate and expedite the development process, deploy the educational justice and properly meet the training needs of various social strata by informal education.
