هويت ملي و حقوق شهروندي در ايران: گفتمان دو سويه و چند سويه ملت-دولت

National Identity and the Right of Citizens in Iran: Bilateral and Multilateral Dialogue of Nation-State

همراه با تحولات ايجاد شده در نظم و نسق داخلي و محيطي فردي- جهاني شده ايران، نياز مدني براي چارچوبدهي مفهومي‌به لايه‌هاي هويت متكثر ايراني، بيش از پيش محسوس شده است. به رغم اين نياز مدني، نه نگاه وحدت گراي پيشيني- نظم اوليه اي (قومي- فرقه‌اي) به هويت انساني توانسته هويت پيشامدرن ايراني را همچون سابق پايدار نگه دارد، و نه تلاش براي جايگزين ساختن هويت ملي نوين توانسته دروني شود. پژوهش حاضر توان مدل «هويت گفتماني» را در تحقق آرمان‌هاي قانون اساسي در تحقق حقوق اين گروه‌ها به آزمون گذاشته است. لذا فرضيه پژوهش حاضر آنست كه با مدل «هويت گفتماني» مي‌توان همپارچگي هويت ملي ايراني را در فضاي سيال نظم نوين حفظ نمود. همپارچه گرايي گرچه بر محور نقش آفرين نهاد ملت-دولت سامان مي‌يابد، اما بر خلاف نگاه مدرنيستي، زايل‌كننده ديگر لايه‌هاي هويتي نيست.

Along the line of changes in the internal order and the globalized environment, the need for conceptual framework for understanding pluralistic identity of Iranian society is felt. In spite of this civic need, neither the past order due to the ethnic integration could have preserved the Iranian identity prior to the modernity nor is the attempt for replacing the national identity with other identity could be internalized. In this article, the capability of the model” identity discourse’ in materialization of ideals in constitutions and the realization of the rights of citizens is examined. So, the hypothesis presented is that with the model of “identity discourse” the harmony of Iranian national identity in a changing environment of the new order could be preserved. Social harmony is obtained on the base of the role played by the institutions of nation-state. However, in spite of modernity outlook, the identity of other layers of society is not going to be seriously threatened or ruined.
