تشكيل كميته‌ مليون ايراني برلين در 1915م/ 1334ق را بايد در راستاي سياست‌هاي شرقي دولت آلمان مورد بررسي و مطالعه قرار داد. عطف توجه به ايران و تلاش براي يافتن جايي در زير آفتاب سوزان آن، به دنبال قرار گرفتن هندوستان و سپس افغانستان در برنامه‌هاي سياست خارجي اين كشور بود. هدف از اين نوشتار بررسي دلايل شكل‌گيري كميته‌ مليون ايراني برلين از سوي آلماني‌ها است. بنابراين پرسش اصلي مقاله اين است كه كميته‌ي مليون هندي چه نقشي در تشكيل كميته‌ي ايراني برلين داشته است؟ در پاسخ به سوال فوق، فرضيه‌ مقاله اين است كه درخواست اعضاي كميته‌ مليون هندي از مقامات آلماني براي جلب همكاري ايرانيان، از دلايل اصلي شكل‌گيري كميته‌ برلين بوده است. به عبارت ديگر، عطف توجه به هندوستان و اهميت اين كشور در سياست شرقي متحدين از دلايل تشكيل كميته‌ي ايراني برلين بوده است.

Iranian Million Committee in Berlin during World War I. East German government policies will be studied and contemplated. The purpose of this paper is to investigate the reasons for the formation of Iranian Million Committee in Berlin, Germany. So the key question is what motivated some politically oriented people to form this committee in Berlin and was the role that this committee should play in Iranian politics. In response to the above question is, essay thesis committee members requested the German authorities to Indian nationalists, Iranian cooperation of the main reasons for the formation of committees of Berlin. The focus will be on the importance of India and its allies in eastern policy as an important factor providing for the formation of the Iranian Committee in Berlin. Thus, for the Germans to provide favorable conditions for direct attack on India, by the formation of this committee expected to have insurgency in that country so that India be dragged into war alongside its neighboring countries which ultimately force s England to get involved in that country and hence create a war situation in favor of Germany in its confrontation with England in World War I.
