بررسي اثرات هدفمندي يارانه ها بر افزايش هزينه هاي توليد اعضاي تعاوني هاي كشاورزي مورد: شهرستان لنجان

The Investigation of the Consequences of Implementation of Targeted Subsidy upon Increase in Production costs of Agricultural Co-operative members of Lenjan

يكي از كارآمدترين و مهم ترين نظام هاي بخش كشاورزي، تعاوني هاي توليد كشاورزي است. اعطاي يارانه هاي توليدي به اين تشكل ها از مهم ترين سياست هاي حمايتي دولت به شمار مي رود. با اجراي سياست هدفمندسازي يارانه ها و حذف يارانه هاي توليدي اين نگراني بوجود آمد كه كشاورزان عضو تعاوني ها به دليل افزايش هزينه ها محتمل ضرر گردند. اين پژوهش به منظور شناسايي آثار ناشي از اجراي سياست هدفمندي يارانه ها بر افزايش هزينه هاي توليدي اعضا تعاوني هاي كشاورزي شهرستان لنجان انجام گرفت. روش انجام پژوهش توصيفي – تحليلي و جامعه آماري اين پژوهش 4 تعاوني كشاورزي فعال در شهرستان با 2809 نفرعضو بوده است. حجم نمونه از طريق فرمول كوكران با روش طبقه اي 180 نفر تعيين گرديد. داده هاي گردآوري شده از پرسش نامه در نرم افزار SPSS تحليل شد. نتايج نشان داد كه اجراي سياست هدفمندي يارانه ها، باعث افزايش هزينه هاي توليد بهره برداران عضو تعاوني هاي كشاورزي (زراعت و باغ داري) شده است، در حالي كه اجراي اين طرح كاهش اعتبارات و محدوديت منابع مالي اعضا را در پي نداشته است. بر اساس نتايج آزمونANOVA ميزان درآمد، سطح سواد، سن اعضا در كاهش هزينه تعاوني ها نقش نداشته است، در حالي كه سابقه عضويت در افزايش هزينه ها اثرگذار بوده است.

Agricultural cooperative is being considered as one of the most efficient agricultural system. Awarding subsidy to these bodies is one of the most important government supportive policies. It is argued that through implementation of the targeted subsidy and elimination of production subsidy, farmers affiliated with agricultural co-operatives due to increase in their production costs, become disadvantaged. This study aims to identify the impacts of targeted subsidy upon increase in production costs of members of agricultural co-operative in Lenjan. The research method has descriptive?analytical nature. The statistical society is composed of active agricultural cooperatives in Lenjan with 2809 members. The sample size via Kokrans formula and stratified sampling technique amounted to be 180. SPSS software was applied as well. This study suggests that targeted subsidy policy increase production costs of farmer who is agricultural co-operative member. However, the implementation of this policy does not lead to the reduction of credit and financial resources of the members. Based on ANOVA test, income, level of literacy, and the age of members would not any impact upon the reduction of co-operative costs. However, the history of membership would have impact upon increases in costs.
