ملت سازي ناكام در پاكستان و چالش هاي قومي: مطالعه موردي قوم بلوچ

Failed Nation-Building in Pakistan and Ethnic Challenges: A Case Study of Baluchi Ethnic Group

پاكستان ازجمله دولت هاي پسااستعماري است كه اقوام مختلفي در آن ساكن هستند. اين گروه هاي قومي از بدو تاسيس اين كشور با تاكيد بر مولفه هاي زباني، فرهنگي و قومي خاص خود در صدد استقلال بوده اند. قوم بلوچ يكي از اين اقليت ها است كه از ابتداي جدايي پاكستان از هند همواره امنيت اين كشور را به چالش كشيده است. هدف اصلي مقاله پيش رو بررسي سابقه ملي گرايي قوم بلوچ و نيز سياست هاي دولت پاكستان در قبال آن با تاكيد بر موضوع ملت سازي ناكام در اين كشور است. بر اين اساس، اين پژوهش ضمن بررسي فرايند ملت سازي در پاكستان در پي پاسخ دادن به اين پرسش است كه چرا قوم بلوچ در پاكستان همواره امنيت اين كشور را به چالش كشانده است؟ يافته هاي اين پژوهش نشان مي دهد كه ملت سازي ناكام از عوامل موثر بر ايجاد گرايش هاي واگرايانه قوم بلوچ در كشور چند قوميتي پاكستان بوده است؛ از اين رو ادعاي اصلي پژوهش اين است كه ضعف و ناكامي پاكستان در فرايند ملت سازي و عدم توانايي آن براي جذب قوم بلوچ در ملت واحد باعث شد اين گروه قومي به سمت خط مشي گريز از مركز سوق داده شود و امنيت پاكستان را به چالش بكشد.

Pakistan is a post-colonial state in which different ethnic groups live. These ethnic groups have intended to gain their independence by emphasizing their unique linguistic, cultural and ethnic components since the establishment of this country. Baluchi ethnic group is one of the groups in Pakistan that since the separation of this country from India has always posed a serious challenged for the security of Pakistan. The main goal of this article is studying the historical record of Baluchi nationalism and examining the policies pursued by Pakistan towards it with an emphasis on failed nation-building in this country. This article while studying the nation-building process in Pakistan, tries to answer the question that why Baluchi ethnic group has always challenged the security of Pakistan? The findings of this article show that failed nation-building is an effective factor in creating disintegrationist tendencies among Baluchis in multi-ethnic Pakistan. Therefore, the main claim of this article is that the weakness and failure of Pakistan in the process of nation-building and its inability to integrate Baluchi ethnic group into a single nation paved the way for strengthening centrifugal forces among this ethnic group which in turn put Pakistanʹs security under challenge.
