Asymmetric Order of Complex and Chaos Systems and Comprehensive Defense Strategy in Deterrence System

در تاريخ روابط بين المل بازدارندگي به عنوان يكي از مهم ترين سيستم هاي مديريت نظم و حفظ امنيت مطرح بوده است. اما با تحول سيستم بين الملل، راهبردها و سازه هاي آن نيز متحول شد. در اين ميان شكل گيري سيستم هاي پيچيده و آشوب سبب تغيير راهبردهاي چنين سيستمي شده است؛ به همين سبب اين پرسش اساسي مطرح مي شود كه تحول سيستم جهاني و شبكه اي شدن آن در قالب سيستم هاي پيچيده و آشوب چه تاثيري بر اصول منطقي و فيزيكي (سازه فيزيكي)راهبرد دفاعي سيستم بازدارندگي بر جاي مي گذارد؟ در همين راستا با شكل گيري نظم نامتقارن، راهبرد هاي دفاعي سيستم بازدارندگي تغيير خواهد كرد و مقاله استدلال مي كند كه راهبرد دفاع جامع به عنوان الگوي حاكم در بازدارندگي در چنين نظمي مطرح مي شود واصل توازن سازي، هم پاياني؛ هم زمان سازي ارتباطات و هم افزايي؛ برون گرايي در سيستم؛ شبكه اي كردن سيستم؛ چند سطحي نمودن شبكه؛ شاخه اي نمودن سيستم به عنوان اصول منطقي دفاع جامع مطرح و دفاع شبكه اي سيبرنتيك به عنوان شكل فيزيكي چنين دفاعي مطرح مي شود. براي پاسخ به پرسش اصلي و بررسي فرضيه نيز ضمن بهره مندي از مدل سازي قياسي ابتدا چارچوب نظري و مفهومي مطالعه راهبرد دفاع جامع در نظم نامتقارن مطرح مي شود. در قسمت دوم عناصر تحليلي نظم نامتقارن در سيستم هاي پيچيده و آشوب مورد بررسي قرار مي گيرد. در بخش سوم چارچوب تحليلي عناصر بازدارندگي در نظم نامتقان ترسيم مي شود .

Basically during the history of international relations, deterrence has been one of the most important concepts in order management and protection of security system. But due to the evolution of international system, those strategies and constructions have undergone radical changes. In this respect, complex and chaos system have changed of strategies of deterrence. Therefore, this question will be addressed that what is the effect of developments in the world system, (especially its network property in the framework of complex and chaos systems) on logical principles and physical construction of deterrence systems in defense strategy. By the formation of the asymmetric order, the defense strategy of deterrence system will change. In this respect, this article argues that comprehensive defense strategy will be the dominant pattern of deterrence. Balancing, homeo finality, synchronizing communications, making a multilevel network, synergy and externalization, and bifurcating of order in system have been logical principles of a comprehensive defense and cybernetic network defense (as physical form of such defense). For studying the principal question and analyzing our hypothesis, by using deductive modeling, first the theoretical and conceptual framework of comprehensive defenses strategy will be depicted and then analytic variables of asymmetric order in complex and chaos system will be examined and in the third part, the model of deterrence in asymmetric order will be depicted.
