An Introduction to Controlling and Supervision System Engineering to Impede Systematic Corruption

تقويت سلامت اداري، ارتقا كيفي قوانين و كاركرد سازمان هاي كنترل كننده و مقابله با گسترش فساد، صرفاً از طريق ايجاد سازگاري ميان سياست هاي كلان نظام اداري كشور و قوانين مرتبط، هماهنگ كردن عملكرد سازمان‌هاي نظارتي با قوانين نظارتي و كنترلي، و سرانجام "محيط‌سازي" و تقويت جايگاه مردم در فرايند نظام نظارت و كنترل ميسر است. به عبارت ساده‌تر، براي جلوگيري از پيدايش فساد نظام‌مند، چاره نخستين ايجاد يك نظام كنترل و نظارت نظام‌مند است كه ميان همه عناصر آن، رابطه سازگار و هم افزايي وجود داشته باشد. البته اگر همين نظام كنترل، با كاراترين روش‌ها و نيروهاي انساني متخصص، ولي در كالبد محيطي مردم‌سالار و فرهنگي سالم حركت نكند، دير يا زود نظام اداري در بستر فساد نظام‌مند درمي غلطد .

Strengthening administrative incorruptibility, qualitative improvement of laws and functions of controlling and supervision organizations as well as dealing with corruption extension could possibly be conducted by means of conformity among the macro-policies and the laws concerned in the administrative system in the country, consistency of the controlling organizations’ functions with controlling and supervision laws, and finally set the stage for bolstering the public participation in the procedure of controlling and supervision. In other words, the first solution to prevent systematic corruption would be to develop a systematic controlling and supervision system in a way that there is a consistent and synergic relationship prevalent among all its components. Yet, it should be noted that such a controlling system, sooner or later, would end up in a systematic administrative corruption if it does not moves in a democratic and culturally sound environment, no matter it had been employing the most efficient methods and knowledgeable human resources.
