معرفي برخي شاخصهاي كيفيت نظام دانشگاهي براي استفاده در بودجه‌ريزي دانشگاهي

Introducing Some Quality Indices of Iranian University System to be used in the University Budgeting

اين پژوهش با هدف معرفي برخي شاخص‌هاي نشان دهنده پويايي كيفيت دانشگاهي براي استفاده در بودجه ريزي نظام دانشگاهي انجام شده است. براي انجام پژوهش سه فعاليت عمده انجام شد. ابتدا روشهاي مختلف بودجه ريزي دانشگاهي به صورت تطبيقي مورد بررسي قرار گرفت، سپس بر اساس مدل «مديريت كيفيت جامع»، تعدادي از شاخصهاي كيفيت قابل استفاده در روش‌هاي متداول بودجه‌ريزي انتخاب و توصيف شد و روش با عنوان «بودجه ريزي بر مبناي شاخصهاي كيفيت نظام دانشگاهي» تدوين گرديد. سرانجام اطلاعات مربوط به شاخصهاي كيفيت تعدادي از دانشگاه‌‌‌ها جمع آوري شده و مدل مورد آزمون قرار گرفت. به‌منظور استانداردسازي عوامل، ملاكها و شاخص‌هاي كيفيت نظام دانشگاهي دو نوع پرسشنامه طراحي گرديد: الف. پرسشنامه استانداردسازي و تعيين وزن عوامل و ملاكها كه نظرات تعداد 74 نفر از مديران دانشگاهي يا موسسات آموزش عالي كشور با استفاده از آن جمع آوري شد؛ ب. پرسشنامه استانداردسازي و تعيين وزن شاخص‌هاي كيفيت نظام دانشگاهي كه 296 نفر از متخصصان حوزه آموزش عالي، آن را تكميل كردند. پس از انجام اصلاحات لازم، مدل نهايي تدوين گرديد. در اين مقاله يافته‌هاي پژوهش با تاكيد بر معرفي شاخص‌هاي پويايي كيفيت دانشگاهي ارايه مي شود.

This research is designed to introduce some indices which indicate the dynamics of university quality for the purpose of the using them in university budgeting. This research includes three main stages: First, we examine different methods of university budgeting comparatively. Then, on the basis of "Total Quality Management", we selecte and describe a few of quality indices contributing to ordinary budgeting methods and formulate a method entitled “Quality based budgeting indices of university system”. Finally, we collect the data related to quality indices of some selected universities and test the model. In order to standardize factors, criteria and quality indices of the university system, we designe two types of questionnaires: a) The questionnaire for standardizing and determining the weight of the factors and criteria by which we collect the viewpoints of 74 educational managers of the universities and higher education institutes. b) The questionnaire for standardizing and determining the weight of the quality indices of university system. This is completed by 296 university evaluation experts. After some revisions, the final model is introduced. This article offers the research findings with the emphasis on the introducing of the indices of dynamics of university quality.
