Developing and Establishing a Macro-level Performance Evaluation System for the Ministry of Science, Research, and Technology

ارزيابي به عنوان يكي از وظايف مهم و اساسي در مباحث مديريتي نقش چشمگيري در شناخت وضعيت موجود و آگاهي از ميزان تحقق هدفها و رسالتهاي سازمانها و نهادها و ارتقاي كارآمدي آنها ايفا مي‌كند. ارزيابي عملكرد نيز به عنوان يكي از وجوه مهم و مطرح در نظام جامع ارزيابي مي‌تواند با برجسته ساختن زمينه‌هاي قابل بهبود و تهديدها، قوتها و فرصتها زمينه را براي بهبود و اصلاح روندهاي موجود و تعالي سازمانها فراهم ‌سازد. در خصوص تحقق اين امر و پس از تصويب آيين‌نامه ارزيابي عملكرد دستگاههاي اجرايي كشور در هييت وزيران و اجرايي شدن طرح مذكور در كليه نهادها و دستگاههاي اجرايي كشور، در وزارت علوم، تحقيقات و فناوري نيز طرح ارزيابي كلان عملكرد با در نظر گرفتن ماهيت فعاليتهاي خود در دو حوزه ستادي و دانشگاهي طي سالهاي تحصيلي 81 ـ 1380 تا 83 ـ 1382 اجرا شد. پس از بررسي پيشينه موضوع مورد پژوهش در دو حوزه داخل و خارج، با در نظر گرفتن ويژگي گسترده بودن دامنه فعاليتهاي اين وزارتخانه، عوامل و شاخصهاي مورد ارزيابي طراحي و تدوين شد. سپس، با استفاده از روش وزندهي فرايند تحليل سلسله مراتبي اصلاح شده شاخصهاي اصلي انتخاب و گزينش شدند. به طور كلي، در حوزه ستادي 6 عامل و 11 شاخص كليدي و در حوزه دانشگاهي 7 عامل و 23 شاخص در نظر گرفته شد. پس از طراحي پرسشنامه گردآوري داده‌ها و اطلاعات و ارسال آنها به واحدهاي مربوط، داده‌ها و اطلاعات لازم گردآوري و با استفاده از روش آمار توصيفي روند تغييرات شاخصهاي مذكور در طي سه سال تحصيلي مذكور تجزيه و تحليل شد. نتايج اين تحقيق بيانگر اين واقعيت بود كه بيشتر عوامل و شاخصهاي مورد ارزيابي در سطوح ستادي و دانشگاهي از يك روند رو به رشد برخوردار بوده‌اند؛ هر چند برخي از شاخصها روند نزولي داشته‌اند، اما مي‌توان گفت كه اين خط سير با توجه به سياستهاي وزارت متبوع نيز مي‌تواند مطلوب باشد.

The concept of evaluation plays a critical role in recognition of the existing situation and finding out the extent to which the objectives of organizations have been achieved and as a result, improving the organizational efficiency. Moreover the performance evaluation is an outstanding element which provides the grounds for improving the existing processes and promoting the organizationʹs profile by highlighting the improvable areas as well as the potential threats and strong and weak points. Following the approval of the "Regulation of Administrative Organizations Performance Evaluation" by the Cabinet and the establishment of an evaluation system in all the administrative departments and foundations across the nation. The Ministry of Science, Research and Technology also developed and established its macro-level performance evaluation system for both administrative and academic sections during the academic years of 2001-02 and 2003-04. After reviewing the related literature both inside and outside the country, a list of potential evaluation factors and indicators was prepared. Further, the Modified Analytic Hierarchy process was used to determine the weights of the factors and indicators were identified. The shortlist consisted of 6 factors and 11 indicators for the academic section and 7 factors and 23 indicators for the administrative section. Following the design, production and distribution of the questionnaire, the target data were collected to be analyzed for the changes during 3 academic years based on the ʹdescriptive statistics methodʹ. The research outcomes show that most of the evaluation indicators, for both administrative and academic sections, were on a growing trend; and while a number of indicators appeared declining, the overall path could be titled as satisfactory with regard to the Ministryʹs policies.
