ارزيابي الگوي شايستگي هاي مديران بخش سلامت: رويكرد مدل سازي معادلات ساختاري

Measurig Competency Model for Managers in the Health Sector (Structural Equation Modeling Approach)

سابقه و هدف: نقش مديران نظام سلامت در اداره هر چه بهتر سيستم ارائه خدمات بهداشتی درمانی همواره مورد تأكيد بوده و انتخاب بهترين افراد برای اين امر مورد توجه قرار دارد. هدف كلی پژوهش حاضر، طراحی و ارزيابی الگوی شايستگی مديران بخش سلامت و ارزيابی آن از نگاه مديران ميانی نظام سلامت است. مواد و روش‌ها: مطالعه حاضر، توصيفی- تحليلی به صورت مقطعی بوده كه در آن جامعه آماری كليه مديران در بخش سلامت كشور بودند. ابزار گردآوری اطلاعات در اين پژوهش پرسشنامه محقق ساخته بوده كه بين 385 نفر توزيع شد و برای ارزيابی مدل پيشنهادی كه با استفاده از مطالعات كتابخانه‌ای و ميدانی (مصاحبه با 30 نفر از مديران نظام سلامت كشور) ساخته شده بود مورد استفاده قرار گرفت. اين پرسشنامه دارای 8 طبقه اصلی در معيارهای شايستگی مديران و حاوی 63 سؤال بود. روايی اين پرسشنامه با استفاده از روايی سازه و برای اطمينان از پايايی آن ضريب آلفای كرونباخ محاسبه شد (بالاتر از 79/0 برای هر يك از طبقات). برای تجزيه و تحليل داده‌های پرسشنامه از آمار استنباطی (تحليل عاملی تأييدی و مدل معادلات ساختاری با تعيين شاخص T-Value) و نرم افزار LISREL استفاده شده است. يافته‌ها: پرسشنامه كامل شده تعداد 280 نفر (1/75 درصد) از شركت‌كنندگان در اين مطالعه مورد تجزيه و تحليل قرار گرفت. براساس نتايج به‌دست آمده مقادير T-Value برای طبقات دانش و معلومات حرفه‌ای، مهارت‌های رفتاری و فكری، نگرش و بينش، اعتبار، ويژگی‌های شخصيتی، خدمت‌گزاری، مسؤليت‌پذيری و توجه به ارزش‌های اعتقادی و اخلاقی به ترتيب 17/2 ،43/3 ،55/6 ،39/8 ،31/9 ،68/10 ،06/11، 90/11 به‌دست آمد. استنتاج: توجه و به كارگيری ملاك‌های ارائه شده در مدل پيشنهادی الگوی شايستگی مديران نظام سلامت كه توسط مديران سطح ميانی نيز رتبه بندی شده است، می‌تواند يكی از راه های بهبود كيفی مديريت در نظام سلامت كشور باشد.

Background and purpose: The role of health system managers has always been emphasized in the efficient running of system of hygienic and remedial services and much attention is paid to the selection of the best persons to do that. The main purpose of this study was to design the managersʹ competency model of health sector and evaluate them from the standpoint of middle managers of health system. Material and methods: The study population included all the health system managers in Iran. The questionnaires were distributed among 385 people. The data were collected through the researcherʹs questionnaire which was used to assess the model proposed by applying library and field studies (interviewing with 30 person of health system managers of Iran). The questionnaire contains 8 main categories in competency criteria of managers and includes 63 questions. It was validated in terms of construct validity and Cronbachʹ alpha was used to ensure its internal consistency reliability. (more than 0.79 for each category). Inferential statistics (confirmatory factor analysis and structural equations model by specifying T-Value) and "LISREL" software was used to analyze the data collected from the questionnaire. Results: 280 filled out questionnaires of the participants (75.1%) were analyzed in this study. Based on the collected data, T. values for knowledge of and professional awareness competencies, behavioral and intellectual, personal traits, service, responsibility, and considering the ideological and moral (ethical) values equal 11.90, 11.06, 8.39, 10.68, 6.55, 9.31, 3.43, and 2.17 Conclusion: Considering and applying the presented criteria in proposed competency model of health system managers which are ranked by the middle managers can be one of the way of improving the quality of management in the health system of Iran.
