گونه‌شناسي مطالعات توسعه سياسي از نظريه‌هاي جامعه‌محور تا نظريه‌هاي دولت‌گرا

Typology of Political Development Studies: From Community-based to Government-oriented Theories

تنوع نظريه‌هاي توسعه سياسي به‌ويژه در محافل و موسسات علمي و مطالعاتي غربي در سال‌هاي پس از جنگ جهاني دوم، هم موجب غني‌سازي ادبيات اين مفهوم سياسي شد و هم بر ابهام جوانب آن افزود؛ به‌گونه‌اي كه مطالعات مربوط به توسعه سياسي براي استفاده از چارچوب نظري و پيشينه پژوهش‌ها از نوعي پراكندگي رنج مي‌‌برد و محققان صرفاً امكان گزينش برخي از نظريه‌ها را دارند و از يافته‌هاي ديگر نظريه‌ها استفاده نمي‌كنند. در اين مقاله سعي مي‌شود با مدل‌سازي ذهني، مجموعه متنوع نظريه‌ها در درخت‌واره‌اي منسجم سامان يابد و با تاكيد بر نظريه‌هاي جامعه‌محور و دولت‌گرا به‌عنوان دو طيف كلان نظريه‌هاي جامعه‌شناسي سياسي، تنوع و تكثر موجود در نظريه‌هاي مذكور انسجام دروني و بيروني پيدا كند. نظريه‌هاي جامعه‌گرا مبناي تحقق توسعه سياسي را از پايين به بالا مي‌داند كه بر مدار جامعه مدني سامان مي‌يابد، اما نظريه‌هاي دولت‌گرا مبناي شكل‌گيري توسعه سياسي را از بالا به پايين مي‌داند كه بر مدار دولت مشروع و مقتدر تعين مي‌يابد. انتخاب هر يك از دو مبدا تابعي از مشخصات جامعه و دولت در جوامع گوناگون است.

The post-WWII diversity of theories of political development particularly in the scientific and research institutes in the Western countries has enriched the literature of this political concept on the one hand, and added to its ambiguities on the other. New studies related to political development face dispersion due to the overwhelming volume of previous studies and therefore researchers have no option but to select some of the theories. This article provides a diverse collection of theories, created based on subjective modeling, in a graph with focus on community-based and government-oriented theories as the main categories of theories of political sociology in order to present diversity and proliferation in these theories. Community-based theories suggest bottom-to-top model for political development, which will take shape in a civil society, but government-oriented theories suggest top-to-bottom model for political development, based on a legitimate and powerful government. Choosing one of these models depends on the unique features of the community and government in different societies.
