شناسايي و اولويت‌بندي شاخص‌هاي ارزيابي عملكرد فدراسيون‌هاي ورزشي ايران با استفاده از مدل AHP

Identify and Prioritize the Criteria of Performance Evaluation of Iranian Sport Federation Form Expert Point of View Sing the AHP Model

هدف از پژوهش حاضر شناسايي و اولويت‌بندي شاخص‌هاي ارزيابي عملكرد فدراسيون‌هاي ورزشي ايران از ديدگاه صاحب‌نظران و با استفاده از مدل AHP است. روش تحقيق از نوع توصيفي - تحليلي و جامعه آماري شامل كليه مديران و كارشناسان فدراسيون‌هاي ورزشي و همچنين استادان مديريت ورزشي دانشگاه‌هاي دولتي شهر تهران بود (167 نفر) كه با در نظر گرفتن تعداد نمونه مورد نياز براي تصميم گيري در مدل AHP، 60 نفر به عنوان نمونه آماري انتخاب شدند. در مرحله اول تحقيق، براي شناسايي شاخص‌هاي ارزيابي عملكرد، با مرور پيشينه تحقيق فهرستي از شاخص ها تدوين و در اختيار صاحب‌نظران قرار داده شد. پس از دريافت و جمع‌بندي نظرات، چارچوب نهايي شاخص‌هاي ارزيابي عملكرد فدراسيون‌هاي ورزشي ايران در چهار معيار كلي و با 43 زيرمعيار تدوين شد. در مرحله بعد، به منظور اولويت بندي اين شاخص‌ها و تعيين ميزان اهميت هر يك از معيارها و زيرمعيارهاي تدوين شده از مدل AHP استفاده شد. بر اساس اين اولويت‌بندي در ميان چهار معيار كلي ارزيابي عملكرد فدراسيون‌ها امور پشتيباني و برنامه‌ريزي، توسعه زيرساخت‌هاي ورزش، امور فني و ورزشي و توسعه منابع كالبدي و تجهيزاتي به ترتيب در اولويت‌هاي اول تا چهارم قرار گرفته‌اند.

The purpose of the present study was to identify the performance evaluation and criteria of Iranian sport federation from expert view points. This is a descriptive- Analytical study. The statistical populate included all managers and specialists of the federations. In order to find the value of every considered criteria, the AHP model has been used .All the performed stages of the AHP technique were carried out by the expert choice software. In the initial stage, the primary questionnaire was administered by reviewing the literature, and interviewing experts.in the next stage the questionnaire was given to experts. Then after collecting opinions and observing considerations the final questionnaire was administered with 4 criteria and 43 sub divisions. In the third stage, in order to find the performance of the criteria and their subdivisions and their values, the questionnaires were administered to 60 experts. Result show that among the four general criteria for evaluating the performance of the Iranian Federation and program support and planning, development of sports infrastructure, technical issues and develop sports and physical resources and equipment are located respectively in the first and fourth priorities.
