بحث كاربري اراضي شهري به معناي استفاده بهينه و مطلوب از اراضي براي فعاليت ها و عملكرد هاي مختلف شهري، همواره از بحث هاي اساسي در برنامه ريزي شهري و شهرسازي بوده است. الگوي بهينه زيست در جوامع شهري، ضرورت نياز به برنامه ريزي كاربري اراضي را مطرح مي‌سازد، تا در اين راستا سياست هاي تنظيم و تحولات كاربري اراضي در شهرها ساماندهي شود. شهر هاي جديد براي كمك به حل مشكلات اقتصادي و اجتماعي و محيطي شهر هاي بزرگ (مثل كمبود زمين) به وجود آمدند. در اين پژوهش به بررسي و تحليل وضعيت كاربري اراضي در شهر جديد بينالود پرداخته شده است و روش پژوهش به كار گرفته شده، روش «توصيفي ـ تحليلي» است. نتايج بررسي‌ها نشان مي‌دهد كه كاربري اراضي در اين شهر جديد داراي وضعيت نامناسبي است و تحقق نامتعادل انواع كاربري ها به اين امر دامن زده است. به طوري كه در مجموع كاربري هاي پيشنهادي 47/37 درصد محقق شده است، ولي با احتساب ناحيه صنعتي، در مجموع ميزان تحقق پذيري كاربري‌ها به 56/116 درصد مي‌رسد. از علل عدم تحقق مطلوب كاربري-ها مي‌توان به مشكلات اجرايي، مالي، عدم همكاري سازمان ها و ادارات مرتبط و همچنين عدم تحقق جمعيت پيش بيني شده اشاره كرد. در بين كاربري ها، بهترين وضعيت تحقق پذيري مربوط به كاربري حريم سبز با 77/442 درصد است و در مقابل 6 نوع كاربري ها هيچ گونه تحقق پذيري نداشته‌اند.

Discussing cities land use, meaning the optimized use of lands for various activities and performances of the cities has been one of the basic discussions in urban planning and urbanity making programming. The optimized environment model in city societies reveals the necessity to program land use, in order to organize the land use changes and to apply proper policies in cities. New towns were mostly made to help solving economic, social, and environmental problems (e.g. shortage of land) in big cities. The present study, analyses the land use state in the new town of Binalood. The research method analysis based on description. The results obtained reveal that the land use in this new town is in an improper state, while realization imbalanced kinds of land use have increased this problem. Therefore, the total 37.47% suggested land uses were realized, but including the industrial area, the total amount of 116.56 land use would be realized. Some of the reasons leading to improper realization of land uses include the performance and financial problems, lack of cooperation between the related organizations, as well as naught realization of the predicted population. Among different land uses, the best state has been realization the green area land use, which is 442.77%. One the other hand, types of land uses have never been realized.
