Optimization Performance Evaluation of Physical Education Offices in Universities Compound Synthetic Approachment EFQM, BSC & DEA

هدف از پژوهش حاضر، بهينه سازي ارزيابي عملكرد ادارات تربيت بدني دانشگاه ها با استفاده از مدل تركيبي,BSC EFQM و DEAاست.روش تحقيق از نوع توصيفي-تحليلي واطلاعات به شكل ميداني جمع آوري گرديد. جامعه ي تحقيق در مرحله ي تعيين شاخص هاي كليدي و جايگاه آنها در ابعاد BSC، شامل كليه ي خبرگان امرورزش دانشگاه اعم از اساتيد دانشگاه، ارزيابان اداره كل تربيت بدني و مديران ادارات تربيت بدني دانشگاه ها بود؛ كه بر اساس مباني نظري روش دلفي تعداد25 نفربه طور هدفمند براساس مدرك تحصيلي وسابقه-ي كارانتخاب شد. جهت اجراي مدل جامعه آماري شامل كليه ي ادارات تربيت بدني و فوق برنامه دانشگاه ها بود. كه بر اساس روش DEA تعداد21دانشگاه براساس فرمول( معيارهاي ورودي+معيارهاي خروجي)3 از كل ادارات تربيت بدني و فوق برنامه دانشگاه ها به عنوان-حجم نمونه تعيين گرديد. در نهايت ازنظرات17خبره و 15دانشگاه كه بطور كامل پرسشنامه ها را تكميل نمودند در تجزيه و تحليل اطلاعات استفاده شد. در اين پژوهش از آمار توصيفي و استنباطي(آزمونT،كولموگروف اسميرنوف، ضريب كندال، كروسكال واليس و ضريب همبستگي پيرسون)و روش تحليل پوششي داده ها استفاده شد. جهت شناسايي معيارها پرسشنامه ي محقق ساخته تدوين و پس از تاييد روايي و اعتبار(78/0) تعداد13معيار و61 زير معيار مورد تاييد خبرگان قرار گرفت. در مرحله بعد، جهت سنجش ارزيابي عملكرد ادارات تربيت بدني به شكل كمي از مدلBCC خروجي محور اصلاح شده استفاده شد. براساس نتايج حاصل از اجراي اين مدل از 15دانشگاه شركت كننده در تحقيق، 10اداره كارآ و5 اداره ناكارآ بودند. همچنين8 دانشگاه بازده به مقياس افزايشي و7 دانشگاه بازده به مقياس آنها كاهشي بود. از ديگر نتايج تحقيق ارايه يك الگوي مجازي جهت رسيدن واحدهاي ناكارآ به سطح كارآيي بود. تركيب سه مدل EFQM و BSC وDEA به عنوان مدل ارايه شده در اين تحقيق توانست علاوه بر باز نگري مجدد در روش موجود، با مشخص نمودن نقاط ضعف عملكرد در هر يك از ابعادBSC به تحليل اطلاعات جهت تدوين استراتژي هاي آينده ي ادارات كمك نمايد.

Present research aims to optimize evaluation of sport department in universities using a combined model by BSC,EFQM and DEA. In specifying key indicators and their position in BSC dimension stage, statistical universe includes all experts in evaluation of sport departments(i.e. university professors, sport directors and evaluators)so that25persons were selected as sample size in targeted form based on work experiences and education level.In model execution stage, statistical universe also includes all sport and extracurricular departments of universities that, based on DEA method 3(input criteria+output criteria),from all sport and extracurricular departments, 21 universities were specified as sample size. Present research is descriptive-analytical typed and has been conducted in field method. In this investigation, descriptive and inferential statistics(T,Kolmogorov-Smirnov,Kendall coefficient,Kruskal-Wallis and Pearson)and research method in operation(DEA)was used. In terms of the17experts and15univercity that fully completed questionnaires were used in data analysis.The Research tool was a researcher-made questionnaire whose face and content validities were approved by a group of lecturers and their validities by Chronbach’s Alpha coefficient(?=78%).Following two steps of Delphi implementation,the scholars came to an agreement(W=0.703) putting a number of 13elements with61criteria in the four main perspectives of Balanced Score Card.In the next stage, BCC modified output based model was used in order to measure quantitatively performance of sport departments.Based on the results from the model execution from15sport departments participating in the research,10departments were efficient and inefficient. Also,8departments had increasing return to scale while7departments were with decreasing return to scale. Presenting a virtual pattern to reach inefficient departments to efficacy level was another finding of present research. Combination of EFQM, BSC and DEA models as the presented model in this research could help to analyze information in order to determine future strategies of departments by identifying performance weaknesses in each dimension of BSC, in addition to reevaluation on current method.
