مطالعه تطبيقي شيوه هاي حمايت دولتي از نظام آموزش عالي خصوصي و دولتي

Comparative study of methods of government support for Public and private higher education

نظام آموزش عالي چه در قالب بخش خصوصي و چه در قالب دولتي به دليل نقش اساسي آن در پيشبرد برنامه‌هاي توسعه‌اي كشورها به محور برنامه‌هاي توسعه‌اي كشورها تبديل گرديده است. مهم‌تر اينكه تغيير رويكرد دولت ها در بيشتر كشورهاي توسعه‌يافته نسبت به شيوه مديريت اجتماع و سياست منجر به گشايش شرايط بسيار مطلوب‌تري براي حضور بخش خصوصي براي ايفا نقش‌هاي آموزشي در كشورها گرديده است. به هر صورت‌ مسيله اين است كه در حال حاضر رقابت جدي براي خصوصي‌سازي در ارايه خدمات آموزشي آغاز گرديده است. اين پژوهش با رويكرد تطبيقي به دنبال بررسي تغييرات پارادايمي رخ‌داده در اين حوزه و شيوه‌هاي حمايت دولت‌ها از نظام آموزش عالي خصوصي و دولتي است. با توجه به اين موضوع سوال اساسي اين پژوهش اين است كه دولت‌هاي موردبررسي چگونه از نظام آموزش عالي دولتي و خصوصي خود حمايت مي‌نمايند؟ نتايج اين پژوهش نشان‌دهنده حمايت‌هاي دولتي از دانشگاه‌هاي غيردولتي در قالب تامين اعتبارات مالي، ارايه يارانه‌ها، كمك‌هاي مالي را در قالب وام و گرنت و تضمين خودمختاري آموزش عالي بوده است. با توجه به اين موضوع، اين تحقيق در حوزه مطالعات سياست‌هاي آموزش عالي قرار دارد. داده‌هاي اين تحقيق از طريق روش اسنادي و با استفاده از داده‌هاي ثانويه جمع‌آوري و به شيوه‌ي جامعه‌شناختي مورد تحليل قرارگرفته‌اند.

D ue to its essential role, higher education has turned to be a pivot in national development plans. More importantly, a change in governments’ attitudes towards social management practices and policies in most developed countries has led to more favorable conditions for private sector to play a part in education. The point is, however, that now serious competition for the privatization of educational services has begun. This comparative study sought to examine the paradigm shift in the area as well as the governmental ways of supporting the private and public higher education systems. Accordingly, the basic question this study is to answer is how the studied governments support their higher public and private education systems? The results well show that the states support the private educational systems in the form of funding, subsidy and financial assistance which comes in the form of loans that guarantee autonomy of higher education. In this regard, the research is in the area of higher education policy. Data have been collected through documentation and the use of secondary data and analyzed through sociological method.
