كاربرد گزينش دوگانه يك و نيم حدي (OOHB) در ارزش‌گذاري مشروط براي تعيين مازاد مصرف‌كننده گردشگران پارك جنگلي سي‌سنگان

The Application of One and One-Half Bound (OOHB) Choices in the Contingent Valuation for Determining Tourists consumer surplus of Sisangan Forest Park

در دهه اخير به ارزش‌گذاري كالاهاي عمومي توجه بسياري شده ‌است. با توجه به نقش تاثيرگذار كاركردهاي منابع زيست‌محيطي در افزايش روحيه نشاط و شادي افراد جامعه و ارزيابي‌هاي مربوط به امكان‌سنجي توسعه اين نوع مناطق، تعيين ارزش كاركردهاي اين منابع امري بسيار مهم است. هدف از مطالعه پيش‌رو، شناسايي عوامل موثر در تمايل به پرداخت گردشگران پارك جنگلي سي‌سنگان واقع در استان مازندران براي تفرج در آن و تعيين ميزان تمايل به پرداخت با استفاده از گزينش دوگانه يك و نيم حدي (OOHB) در روش ارزش‌گذاري مشروط است. همچنين، در اين مطالعه سعي شده است ميزان تمايل به پرداخت افرادي كه تمايلات اخلاق‌گرايانه و پيامدگرايانه دارند، جداگانه محاسبه شود. بر اساس يافته‌هاي تحقيق، متغيرهايي از قبيل مبلغ پيشنهاد قيمت، بعد خانوار، تعداد دفعات بازديد ساليانه، اخلاق‌گرايي و درآمد ماهيانه خانوار تاثير معني‌داري در تمايل به پرداخت افراد نشان داد. در بين خانوارهايي كه تمايلات هدف‌گرايانه داشته‌اند، ميانگين تمايل به پرداخت فرد به ازاي هر خانوار 11751 ريال و در بين افراد داراي تمايلات اخلاق‌گرايانه، اين رقم معادل 13409 ريال است. در نهايت بر اساس يافته‌هاي تحقيق حاضر، با محاسبه ميانگين وزني، خانوارهاي هدفگرا و اخلاقگرا (77/0 و 23/0)، ميانگين تمايل به پرداخت (WTP) ساليانه خانوارها 12201 ريال برآورد مي‌شود. همچنين، كل ارزش تفرجي اين پارك با استفاده از گزينش دوگانه يك و نيم حدي در روش ارزش‌گذاري مشروط 32/11 ميليارد ريال و ارزش هر هكتار از آن 377 ميليون ريال در سال 1391 برآورد شده است. بنابراين، توجه هرچه بيشتر مسيولان ذي‌ربط در جهت بسط و گسترش كاركردهاي تفرجي پارك جنگلي سي‌سنگان در جهت افزايش هرچه بيشتر رفاه عمومي گردشگران اجتناب‌ناپذير خواهد بود.

Valuation of public goods is noticeably attended in the last decades. According to the effective factor of Environmental Resources Functions in Increase community spirit and vitality and happiness and also Assessment of the feasibility of developing this type of regions, determine the value functions of these resources is very important. Identify factors influencing on the Willingness to pay of Sisangan forest park Tourists in Mazandaran province for recreation in it and determine quantity of willingness to pay with One and One-Half Bounded (OOHB) choice in the contingent Value is purpose of this study. Also in this study, assayed to calculate separately willingness to pay of persons those have Lexicographic and Consequentialist tendencies. From results of this research, variables such as bid price amount, size of household, numbers of annual visits, Lexicographic and in monthly income of household have significant effect on person’s willingness to pay. Among households that have a Consequentialist tendencies are willing to pay an average of 11,751 Rial per household, and among those who had Lexicographic tendencies, are equivalent to 13,409 Rial. Finally Based on the Result of present study by calculating the weighted average, Consequentialist households and Lexicographic (0.77 and 0.23), the average willingness to pay (WTP) of households is estimated to 12,201 Rial annually. Also total recreation value of this park with using OOHB choice on the contingent value method estimated 11.32 Billion Rial and 377 million Rial per hectare in the 2012 year. Therefore, more attention to the relevant authorities in order to extend the recreational functions of Forest Park Sisangan for more tourists’ general welfare would be inevitable.
