Using a Choice Experiment Survey to Estimate Iranian Householdsʹʹ Willingness to Pay to Avoid Power Outages

با كاربرد روش تجربه انتخاب (CE) تمايل به پرداخت نهايي خانوارهاي ايراني براي اجتناب از خاموشي برق تخمين زده شد. نتايج حاكي از اين است كه خانوارها طي مدت خاموشي، تعداد خاموشي و قيمت آلترناتيو پايين‌تري را ترجيح مي‌دهند و روز وقوع خاموشي، زمان وقوع آن و اعلام قبلي خاموشي عوامل مهمي براي ترجيحات آنها محسوب مي‌شود. علاوه بر اين، مدل لوجيت شرطي با تاثيرات متقابل متغيرهاي اقتصادي- اجتماعي توضيح ناهمگني ساختار ترجيحات افراد را ممكن مي‌كند. نتايج نشان مي‌دهد كه تمايل به پرداخت نهايي با افزايش مخارج خانوارها، سن سرپرستان خانوارها و همچنين، مصرف برق در آخرين دوره مصرفي آنها افزايش مي‌يابد. آگاهي از تاثيرات رفاهي منفي خانوارها از خاموشي به تصميم‌گيران كمك مي‌كند كه در تصميم‌گيري قابليت اطمينان شبكه اين موضوع را مد‌نظر قرار دهند. طبقه‌بندي JEL: C25؛ C93؛ D12؛ Q41.

Using a choice experiment survey, the marginal willingness to pay (WTP) among Iranian households to avoid power outages is estimated. The results indicate that households prefer lower price of alternatives and the low duration and frequency of outages. In addition, outage day, outage time and warning in advance of outage are important factor to householdsʹ preferences. Moreover, the conditional logit model with interaction effects of SED variables allows us to explain the unobserved heterogeneity of preferences. The results of this model show that the marginal WTP increases with increasing of household’s expenditure, Age of respondent and electricity consumption in the last period. Given that households have negative welfare effects from outages, it is important that policy makers consider these negative impacts on household utility when deciding about reliability of electricity network.
