Border Management; as Strategy of States to Maintain Order and Security in the Country

مديريت مرزها؛ راهبرد حكومتها جهت برقراري نظم و امنيت در كشور

روند تحولات صورت گرفته در عرصه هاي مختلف نظير جهاني شدن و ورود به عصر اطلاعات زمينه وابسته تر شدن كشورها به يكديگر و ارتباط نزديك بين آنها را براي دستيابي به منافع و اهداف خود در عرصه هاي مختلف فراهم آورده است. به‌گونه اي كه هيچ كشوري نمي تواند در چارچوب بسته مرزهاي خود به سر برده و همه نيازهاي خود را به‌صورت مستقل تامين نمايد. در اين راستا، كشورها براي دستيابي به منافع خود در عرصه‌هاي بين‌المللي نيازمند بازگشايي مرزهاي خود براي بهره‌گيري از فرصت هاي جديد هستند. از سوي ديگر در كنار اين منافع و فرصت ها، مسايل و چالش‌هايي نيز وجود دارد كه به‌صورت هاي مختلف كشورها را تحت تاثير قرار داده و نظم و امنيت در درون كشور را با مشكل مواجه مي سازد. در اين بين كشورها بايد بتوانند مرزهاي خود در عرصه‌هاي مختلف فضاي عيني، فضاي سايبري و هويتي (ادراكي) را تا حدي باز كنند تا منافع و فرصت‌هاي آن سوي مرز را كسب كرده و تا حدي مرزهاي خود را بسته نگه دارند كه ناامني ها و چالش هاي فراسوي مرزها زمينه بي نظمي و ناامني را در درون كشور و جامعه به وجود نياورند كه اين امر از طريق مديريت مرزها امكانپذير است. بر اين اساس، مقاله حاضر بر آن شده است تا ضمن بيان مفهوم مديريت مرزها، به تبيين چگونگي مديريت مرزها در عرصه هاي مختلف عيني، سايبري و هويتي و رابطه آن با نظم و امنيت در درون كشور بپردازد.

The process of accomplished evolution in different areas such as globalization and entering to information era causes more interdependency of countries and their close relationship to reach self-interests and goals in different areas; so that no countries can live in their close borders and satisfy all their needs independently. So, the countries need to open their borders for using new opportunities to reach self-interests in international community. On the other hand, there are some problems and challenges besides these interests and opportunities that affect countries in different ways and encounter their order and security with some problems. Meanwhile, countries should open their borders in different grounds of objective space, cyberspace and identical (perceptional) to catch interests and opportunities of overseas, and close their borders to some extend so that insecurities and challenges of overseas can’t bring disorder and insecurity into the country and society; this can be possible by border management. So, this paper tries to explain the state of border management in different grounds of objective, cyber and identity and its relation to order and security inside the country, besides expressing the concept of border management
