جايگاه نهاد آموزش در پيشگيري از بزهكاري و بزه‌ديدگي كودكان

Developing the role of education department in preventing juvenile crime and victimization

تلاش در راستاي حذف يا محدودسازي عوامل و زمينه‌هاي بزهكاري و بزه‌ديدگي كودكان، به‌عنوان راهكاري موثر، همواره مدنظر سياست‌گذاران پيشگيري از جرم و كج‌روي بوده است. اجرا و مديريت برنامه‌هاي پيشگيري به همكاري و هماهنگي نهادهاي متعددي محتاج است. در اين بين نهاد آموزش به‌لحاظ ارتباط مستمر با كودكان و والدين و امكان اجراي برنامه‌هاي كنترل و پيشگيري در اين نهاد از اهميت بالايي برخوردار است. شناسايي عوامل خطر و رفتارهاي پرخطر كودكان، كه مي‌تواند به‌دنبال تاثير محيط‌هاي پرخطري چون خانواده و گروه هم‌سالان و يا شكست در هم‌نوايي با آن‌ها و جامعه ايجاد شود و اعمال و اجراي برنامه‌هاي پيشگيري در قالب برنامه‌هاي مرتبط با كودكان و والدين و مربيان، از مهم‌ترين وظايف نهاد آموزش محسوب مي‌شود. آموزش مهارت‌هاي زندگي و مداخلات رواني- اجتماعي در محيط‌هاي مرتبط با كودكان، به‌عنوان رويكرد اجتماعي پيشگيري، و تقويت و حفاظت از آماج جرم در راستاي محو و محدودسازي فرصت‌هاي ارتكاب جرم (پيشگيري وضعي) توسط نهاد آموزش قابليت اجرايي مي‌يابد. كاركردهاي پيشگيرانه نهاد آموزش در كشور ما به دو صورت فوق قابل اجرا بوده، ولي با چالش‌هاي چندي، از جمله ناآشنايي كارگزاران نهاد آموزش به مقوله پيشگيري در معنا و مفهوم علمي و كاربردي آن و به‌تبع كمبود توجه به اين مهم و همچنين فقدان ارزيابي دقيق و علمي از برنامه‌هاي ترويجي و علمي مواجه بوده و هست. در اين مقاله سعي شده به انواع نقش‌هاي نهاد آموزش در امر پيشگيري از بزهكاري و بزه‌ديدگي با رويكردي تحليلي پرداخته شود.

Effort in eliminating or limiting of the factors and backgrounds of juvenile crime and victimization as an effective method have been always under consideration by decision-makers in crime and deviation prevention. Executing and managing preventative plans needs the cooperation and coordination of many departments. Among them, education department because of constant contact with children and parents and the possibility of executing control and prevention plans in this department are of the greatest importance. Identifying risk factors and juvenile risky behaviors could be resulted under the influence of risky environments such as family and peersʹ group or failure in communicating with them. Executing preventive plans within the plans related to children, parents and educators is of the most important education departmentʹs commitments. Educating life skills and spiritual- social interventions in children-related environments as a social preventive procedure and reinforcing and safeguarding crime targets in in the direction of vanishing and limiting crime opportunities (Situational Prevention) will be capable to be executed by education department. Preventive procedure of education department in our country can be executed in the two above respects but faced some challenges such as unfamiliarity of education departmentʹs agents with prevention in its scientific and practical meaning and consequently lack of attention to this important issue and also lack of precise scientific evaluation of prescriptive and scientific plans. This article seeks to cover all kinds of education departmentʹs roles in preventing crime and victimization in an analytic way.
