مديريت دانش پليس در پيشگيري از جرم مبتني بر رويكرد جامعه‎محور

Police knowledge management in crime prevention based on community approach

يكي از اولين دستاوردهاي مديريت دانش در حوزه‎ي امنيت عمومي، شكل‎گيري پليس جامعه‎محور است. پليس جامعه‎محور، رويكرد پليسيِ نويني است كه در سايه‎ درك ناكافي بودن روش‎هاي جاري پليسي انتخاب مي‌شود. پليس جامعه‌محور برخلاف رويكرد سنتي پليس، كه به ((امنيت تهديدمحور)) موسوم بود، اصل مشاركت شهروندي را در تامين امنيت سرلوحه قرار مي‎دهد. افزايش آگاهي پليس نسبت به روند رو به رشد آمارهاي جرم و جنايت، افزايش حجم كار پليس، تلاش‎هاي مستمر براي حداكثر استفاده از توان مقابله با جرايم، اشراف به نادرستي نوع نگاه به جامعه، واقعيت‌هاي جديد حاكم بر الگوهاي جرم و ناامني، منجر به كشف حوزه‎هاي جديد دانش جرم و جنايت شده، كه پليس با دروني‎سازي اين دانش مي‎تواند به بصيرتي جديد دست ‎يابد. در سايه‎ پردازش اين دانش‎ها، دانش‎هاي جديد پليسي خلق و توليد مي‎شوند. نتيجه‎ چنين فرآيندي، تغيير و بهبود در روش‎ها، فرآيندها و رويكردهاي پليسي است. بايد توجه داشت كه يكي از دانش‎هاي جديد حاصل از اين فرآيند، توجه و تمركز به اولويت «پيشگيري» بر مقابله است. بر اساس اين دانش در رويكرد پليسيِ «امنيت جامعه‎محور»، به‎منظور بهينه‎سازي شاخص احساسِ امنيت در بين مردم، برنامه‎ها و تدابير سازماني به‌سوي تدابير پيشگيرانه گرايش دارد و سعي مي‎شود با اتخاذ روش‎هاي علمي كه هركدام سهم خاصي از مشاركت مردمي را به‌همراه داشته باشد، دانش جديدي به جامعه صادر شود كه نتيجهي آن، القا و توسعه فرهنگ قانون‎گرايي به‎جاي قانون‎گريزي است. در اين مقاله سعي شده به بررسي اهميت و ابعاد مديريت دانش در جهت پيشگيري از جرم، كه اصلي‎ترين نتيجه‎ پليس جامعه‎محور است، پرداخته شود.

One of the first achievements of Knowledge management in public security is the formation of the community policing. Community policing, as a novel policing approach, is chosen under the shadow of understanding the insufficiency of the current methods. Community policing against the police traditional approach named as "Threat –based Security" set citizen participation as a model in providing security. Increase in the police knowledge of ever-increasing crime statistics, increase in the amount of police job, constant efforts to maximum use of crime confrontation ability, awareness of the untrue view on society, new facts about crime and insecurity patterns have led to the discovery of new grounds in crime knowledge that police by internalizing this knowledge could reach to a new insight. Under the shadow of processing this knowledge, new policing knowledge are created and produced. The result of such process is changing and improving the policing methods, processes and approaches. It must be considered that one of this resulted knowledge is paying attention and concentrating on the priority of prevention than confrontation. On basis of this knowledge in the policing approach of "community-based security", in order to optimizing the index of security sense among people, organizational plans have been inclined toward preventative plans and by taking scientific methods each has a specific portion of citizen participation, send a new knowledge to society that results in developing lawfulness instead of lawlessness. This essay seeks to examine the importance and different aspects of knowledge management to prevent crime, the main outcome of community policing.
