موانع اجراي سياست‌هاي فرهنگي كشور طي برنامه‌هاي اول تا چهارم توسعه: بررسي تجربيات مديران فرهنگي

Implementation Barriers of the Cultural Policies of the First to Fourth Development Programs: A Review of the Experiences of Cultural Managers

بررسي برنامه‌هاي اول تا چهارم توسعه در بخش فرهنگ نشان مي‌دهد كه تنها بخشي از سياست‌هاي فرهنگيِ مندرج در اين برنامه‌ها اجرا شده و تا رسيدن به نتايج مطلوب، راه درازي در پيش است. اگر از منظر دانش سياست‌گذاري به اين مسيله نگريسته شود از علل عمده اين عدم اجرا، عوامل بازدارنده اجراي سياست‌هاي فرهنگي كشور هستند. در تحقيق حاضر تلاش شده است با بهره‌گيري از تجربيات و ديدگاه‌هاي مجريان سياست‌هاي فرهنگي كشور طي 21 سال گذشته و نيز خبرگان عرصه فرهنگ، علل و عوامل اين امر، استخراج و تعاملات اين عوامل در قالب مدلي عرضه شود. در اين تحقيق كه با روش تحليل مضموني انجام شده است طي 32 مصاحبه كيفي نيمه‌ساخت‌يافته با خبرگان و مجريان سياست‌هاي فرهنگي كشور و تحليل و كدگذاري آنها با كمك نرم‌افزار MAXQDA، در سه مرحله كدگذاري توصيفي، كدگذاري تفسيري و يكپارچه‌سازي، 555 كد، 248 مضمون توصيفي و 22 مضمون تفسيري توليد شد كه نهايتاً در مدل آسيب‌شناختي اجراي سياست‌هاي فرهنگي كشور طي برنامه‌هاي اول تا چهارم توسعه يكپارچه گرديدند. مدل حاصل تحقيق، به تحليل عوامل بازدارنده اجراي سياست‌هاي فرهنگي در 5 حوزه «نظام سياست‌گذاري كلان كشور»، «نظام فرهنگي كشور»، «نظام سياست‌گذاري فرهنگي كشور»، «جامعه (مردم)» و «تعامل نظام فرهنگي و جامعه» مي‌پردازد

The assessment of the culture part in 1st to 4th Development Programs shows that there is still a long way to achieve their goals and desired consequences. If we approach it from the perspective of policy making science, we understand that this problem is because of the cultural policy implementation barriers. In fact, implementation of cultural policies of the 1st to 4th Development Programs have confronted limitations resulting in incomplete achievement of the goals despite many efforts. In this research, causes of this problem have been discovered by using the experiences and viewpoints of the implementers of the cultural policies during the last two decades and cultural experts, and their interactions have been showed in a model. In this research which has been performed by “thematic analysis” methodology, 18 in-depth interviews were held with the implementers of the cultural policies and experts and analyzed by the qualitative data analysis software MAXQDA in three stages of descriptive coding, interpretive coding and overarching themes. The result was 555 codes, 248 descriptive themes, 22 interpretive themes and finally the pathological model of the implementation of the cultural policies of 1st to 4th Development Programs. This model explores the cultural policies implementation barriers in 5 fields of “meta policy-making system”, “cultural system”, “cultural policy-making system”, “society (people)” and “interactions between cultural system and society
