تحليلي بر معيارها و شاخص‌هاي مكان‌يابي شهرك‌‌هاي صنعتي با تاكيد بر اصول برنامه‌ريزي فضايي و آمايش سرزمين در ايران

An Analysis on the Criteria and indicators of locating Industrial cities with Focus on Spatial planning and Land Use planning in Iran

امروزه رشد صنعت به صورت مجتمع، منطقه، ناحيه، قطب يا شهرك صنعتي، پديده‌اي است رايج در نواحي شهري، كه بايد توجه خاصي را در گزينش مكان بهينه اين نواحي صرف نمود. از اين روي در كشورمان در طي چند دهه اخير عدم توجه به معيارهاي صحيح در مكان‌گزيني اين كاربري، سبب عدم تعادل‌‌هاي فضايي در سطح مناطق شده‌است. اين پژوهش با هدف مطالعه معيارها و عوامل موثر در مكان‌يابي شهرك‌‌هاي صنعتي، به مطالعه و تحليل اين عوامل، مطابق با اصول برنامه‌ريزي فضايي و آمايش سرزمين در ايران مي‌پردازد. جهت انجام اين امر از روش توصيفي و تحليلي استفاده شده‌است، اطلاعات مورد نياز برگرفته از اسناد و منابع مكتوب مي‌باشد. از اين روي در گام نخست با مراجعه به منابع مكتوب و كتابخانه اي، شاخص‌ها و معيارهاي موثر در مكان‌يابي شهرك‌هاي صنعتي استخراج گرديدند كه با توجه به تاكيد اين پژوهش بر روي برنامه‌ريزي فضايي و آمايش سرزمين، اين معيارها در چهار سطح ملي، منطقه اي، ناحيه‌اي و محلي طبقه‌بندي گرديدند. سپس با توجه به برابر نبودن وزن و اهميت هر معيار اقدام به تعيين وزن آن‌ها توسط مدل تحليل شبكه‌اي (ANP) شد. از نتايج قابل ملاحظه اين پژوهش مي‌توان به مواردي همچون مهمتر بودن عوامل و معيارهاي طبيعي نسبت به عوامل انساني و همچنين وزن بيشتر عوامل محلي نسبت به ساير سطوح فضايي و كاهش وزن عوامل با افزايش سطح فضايي از سطح محلي به ملي ذكر نمود.

Today, development of industry in form of complex, area, district or industrial cities is a common phenomenon in urban areas that particular attention must be paid for optimum locating of such areas. Hence in our country during the last decades, due to the lack of attention to proper factors in locating such land use, has caused the spatial imbalances in the regions. This research, with the aim of studding the effective factors on locating the industrial areas, will analyze and study these factors according to spatial planning and land use planning in Iran. Descriptive - analytical method was used for this study, the required information retrieved from documents and text resources. In the first step, the effective factors and criteria on locating industrial areas were obtained through referring to library and written texts ,and with respect to the focus of this research on spatial and land use planning, these factors classified into four spatial levels of national, regional, areal and local, then since this factors have not equal importance and weight, their weights were determined by Analytical Network Process (ANP) model. The obtained results of this research shows the following results: natural factors are more important than human factors, local factors has more weight than other spatial level and the weight of factors reduces with enhance of their spatial level from local level to national ones.
